According to the plan, Dong Nai aims to develop the city's cultural industries in a sustainable, modern, focused, and prioritized manner, closely linked to the preservation and promotion of traditional cultural values and local identity. The objective is to gradually create a favorable environment for creativity, production, and business activities in the cultural and entertainment sectors. The plan prioritizes five sectors, including cinema, performing arts, advertising, handicrafts, and cultural tourism, in line with Dong Nai's potential.

By 2030, the city aims to gradually establish and develop cultural industry sectors in which it has potential and advantages. It will develop cultural, entertainment, and tourism products bearing Dong Nai's identity to meet the cultural needs of residents and visitors. The plan also calls for applying information technology and digital transformation to the management, organization, and promotion of cultural activities, while strengthening domestic and international cultural exchange and cooperation.

By 2045, Dong Nai aims to develop sustainable cultural industries and form a chain of high-quality cultural industry products with export potential. It will seek to integrate “Made in Dong Nai” digital content products and entertainment software more deeply into the global value chain. Dong Nai also plans to develop the international event and entertainment center in the Long Thanh Airport area into a leading “sleepless destination” in Southeast Asia, while striving to have cultural industries account for 3-5% of GRDP.

Implementation funding will be sourced from the State budget allocations, mobilized social resources, and other lawful funding sources. The plan encourages public-private partnership models to attract investment in entertainment and cultural tourism complexes in the city.
