Dong Nai moved swiftly into a new phase of emulation immediately after attaining city status, launching a special 500-day-and-night emulation campaign under the spirit of “Solidarity – Discipline – Efficiency – Breakthrough.”

Ton Ngoc Hanh, Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee (CPC) and Chairwoman of the City People’s Council, said: “Becoming a city is an important foundation, a source of confidence and momentum for Dong Nai to continue making breakthroughs. Therefore, the entire political system must remain united and act in concert to live up to its role as a national growth-driving urban center.”
A mandate from a historic emulation campaign
When presenting the proposal to establish Dong Nai City, the Party Committee, government and people of Dong Nai made strong political commitments to the Politburo: maintaining sustained double-digit growth in the coming years, contributing more significantly to the state budget and becoming a national development engine.
Immediately after the National Assembly (NA) adopted the resolution establishing Dong Nai City, local authorities formulated and launched a concrete action program to realize those commitments. The City Party Committee’s determination to match words with action was reflected in the issuance of Resolution No. 05-NQ/TU, built around a strong action-oriented spirit of “Solidarity – Discipline – Efficiency – Breakthrough.”
The special emulation campaign is anchored in a results-oriented mindset in which every action must be practical, measurable and capable of producing tangible outcomes. At the conference launching the 500-day-and-night peak emulation campaign, Vu Hong Van, Member of the Party Central Committee, Secretary of the CPC and Head of the City’s Delegation of NA Deputies, stressed that Dong Nai’s new status requires a fundamental shift in development thinking, institutional organization and methods of socio-economic governance. The entire political system, from the city level down to communes and wards, must operate according to the standards of a major city — more modern, more professional and capable of delivering superior results.
Given the urgency of the current context, and to ensure Resolution No. 05-NQ/TU is translated rapidly into practice, the City Party Secretary required the entire political system to strictly adhere to the “six clarities” principle: clear personnel, clear tasks, clear responsibilities, clear timelines, clear deliverables and clear authority.
The 500-day-and-night emulation campaign will serve as a genuine test of leadership, direction, governance, management capability and accountability across both organizations and individuals within the political system. The head of Dong Nai municipal Party organization made clear that the city will have no place for officials marked by half-heartedness, avoidance of responsibility, blame shifting or a habit of speaking more than acting in public service.

“We require every cadre, Party member and public employee to demonstrate the highest levels of responsibility, initiative and decisiveness, while strictly adhering to the principle of matching words with action. Every action taken by government agencies — from the city level down to communes and wards — must be directed toward the overarching goal of building Dong Nai into a fast-growing, sustainable, civilized and modern city.”
As the administrative system transitions toward a new urban governance model, strengthening institutional foundations and upgrading the capabilities of the contingent of cadres will be decisive to the success of the 500-day-and-night campaign. A key objective is for Dong Nai to achieve sustained double-digit economic growth, state budget revenue of at least VND150 trillion and progress toward becoming a national growth-driving city, while realizing its aspiration for a modern, civilized and happy urban center.
Standing Deputy Secretary Ton Ngoc Hanh said the CPC will soon direct a one-year review of implementing the two-tier local government model. Based on practical results, personnel work will undergo rigorous and comprehensive evaluation against specific criteria. The findings will provide a basis for developing more systematic training and capacity-building plans aligned with increasingly demanding governance requirements. The ultimate objective is to cultivate a pool of cadres who truly serve the people, and are dynamic, innovative and action-oriented in pursuit of a civilized, modern and happy Dong Nai.
A practical yardstick for cadre performance
As the 500-day-and-night campaign enters its decisive phase, the greatest challenge lies in the officials’ ability to turn policy directions into concrete outcomes. The transition from passive administrative management to target- and deadline-based governance requires leaders of agencies and units to be proactive, bold, innovative and willing to confront difficulties head-on. Communes and wards, meanwhile, are not permitted to register symbolic or easy-to-achieve emulation tasks. Instead, they are expected to tackle long-standing bottlenecks, pressing issues and urgent challenges through concentrated efforts and resource mobilization.
According to Deputy Secretary of the CPC and Chairman of the City People’s Committee Nguyen Van Ut, the city will focus on removing bottlenecks related to planning, land management, administrative reform, the investment and business environment, digital transformation, and science and technology in order to accelerate socio-economic momentum. An intelligent governance system built on accurate, complete, clean and continuously updated data is expected to enhance the efficiency of administrative services. Making public satisfaction and business confidence key performance benchmarks reflects Dong Nai’s effort to affirm the essence of a facilitating and service-oriented government.
Dong Nai’s push for breakthrough socio-economic growth indicators, meanwhile, cannot be separated from the strategic task of unlocking infrastructure resources, particularly the vast development potential embedded in land resources.
The 500-day-and-night journey is being rolled out decisively, beginning with tighter discipline and stronger institutional foundations before accelerating toward ambitious targets. The entire political system of the young city of Dong Nai is entering an unprecedented test of leadership, execution capacity and institutional resolve. Through decisive, action-driven governance and a spirit of dedicated public service, Dong Nai aims to steadily affirm its stature as one of the nation’s most important core growth poles.
Ho Van Nam, Member of the CPC’s Standing Board, Party Secretary and Chairman of the People’s Council of Tran Bien ward, said Tran Bien serves as the City’s political, economic and cultural center.
“The position creates both momentum and pressure for the entire political system to ensure the successful delivery of projects and development works,” he said.
The ward is committed to completing the Cai River riverside road project passing through the locality, finishing the central road corridor linking Vo Thi Sau Street with the Vuon Mit area, continuing urban upgrading efforts, and improving administrative reform indicators as well as satisfaction levels among residents and businesses.
“Tran Bien ward will clearly define every task in terms of deadlines, quality standards and implementation effectiveness,” Nam added.
