Implementing the two-tier local government model in the new context places comprehensive and far-reaching demands on the Party’s leadership approaches and the operational capacity of the political system. Every policy formulated and implemented during this period must be accompanied by clear explanations, broad public consensus, and effective public oversight mechanisms.
Information and education work plays a foundational role in orienting ideology and unifying awareness across the entire system, thereby strengthening public trust and clearly affirming the spirit of innovation. Mass mobilization work plays a key role in connecting the Party, the government, and the people, contributing to the effective operation of the two-tier local government model.
Proactive innovation
Before the National Assembly voted to pass the Resolution on the establishment of Dong Nai City in early April 2026, the Information, Education and Mass Mobilization Commission of the Dong Nai Provincial Party Committee (now the City Party Committee) proactively conducted an online public opinion survey to assess the views and sentiments of officials, Party members, and people from all walks of life regarding the establishment of Dong Nai City. The survey was carried out across 99 Party organizations directly under the Provincial Party Committee (now the City Party Committee) and collected more than 47,500 responses.

Phan Duy Khiem, Head of the Information and General Affairs Division under the Information, Education and Mass Mobilization Commission of the Dong Nai City Party Committee, stated that based on the survey results, the commission analyzed and identified the basis of different public opinions, thereby providing forecasts and proposing solutions to strengthen communications work and guide public opinion in a positive direction in the time ahead.
This is one of the innovative approaches in information, education, and mass mobilisation work, shifting from “passive handling” to “proactive forecasting and early resolution at the grassroots level.”
To build and develop Dong Nai in line with its city status, local authorities have been implementing a number of key projects aimed at promoting socio-economic development for both the city and the country. The implementation of these projects inevitably requires relocating residents from their former homes to resettlement areas to clear land for construction.
To create public consensus on relocation, land clearance, and resettlement, Party committees, authorities, and the entire political system have intensified dialogue with the people. Recently, Mai Van Hien, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Dau Giay ward, together with relevant agencies, held a dialogue with households and individuals affected by the compensation and resettlement project for the DT769 road section passing through the ward.
At the dialogue, many households stated that the compensation rates for land were low, unsatisfactory, and inconsistent with market prices. In addition, compensation prices for houses, assets, and crops were considered inadequate, while the inventory of crops on recovered land was reported to be incomplete. Based on residents’ opinions and recommendations, relevant agencies continue to review and examine the issues in order to promptly and thoroughly address the legitimate and lawful concerns of the people.
At the dialogue, the Chairman of the People’s Committee of Dau Giay ward explained the significance of the project to local residents and affirmed that its early implementation is an important and urgent task. Once completed and put into operation, the project is expected not only to remove infrastructure bottlenecks but also to create momentum for investment attraction, contributing to economic restructuring and enhancement of the ward’s position. Therefore, he called on households to uphold their sense of responsibility and support the State’s compensation and assistance policies so that the project can be implemented on schedule.
Using public satisfaction as a measure of performance
As the country is accelerating administrative reform, promoting the development of digital government, and improving the quality of public services, public administrative service centers at the provincial and commune levels are increasingly affirming their role as a close and effective bridge between authorities and the people. These centers are contributing to the realization of the goal of building a professional, modern, and service-oriented administration.
Nguyen Thi Hoa, a resident of Phu Hoa commune, said that her work in the real estate sector requires her to regularly carry out property transaction procedures. Compared with the past, administrative procedures have now become much more convenient for citizens. All procedures are publicly disclosed, while officials and civil servants at the commune Public Administrative Service Center provide dedicated and attentive guidance, helping residents avoid repeated travel. According to Hoa, there has been a clear change in both the mindset and working style of officials and civil servants, who now not only “follow proper procedures” but also strive to “serve the people effectively.”
Amid the growing demand for digital transformation, information, education, and mass mobilisation work is also adapting to the trend of applying information technology in order to enhance interaction and narrow the gap between officials and the people.
Recently, the Vietnam Fatherland Front Committee of An Loc ward launched a Digital Front Club and coordinated with the ward Police to conduct communications activities on drug prevention and control in the locality. The model is intended to promote the role of officials, members of the Ho Chi Minh Communist Youth Union, and association members in applying digital technology and social media platforms to disseminate positive information, thereby contributing to combat and refute false and hostile viewpoints and toxic information online. At the same time, it aims to strengthen connections with the people and promptly capture public opinion and social sentiments.
The Standing Board of the Vietnam Fatherland Front Committee of Long Thanh ward has recently launched the “Smart Neighborhood Cultural House – Connecting the People” project in An Lam neighborhood. The project aims to mark the establishment of Long Thanh ward and Dong Nai City in a practical manner, celebrate the congresses of the Vietnam Fatherland Front and socio-political organizations, and improve the quality of activities in residential communities while promoting digital transformation among the people.
Accordingly, a QR-code information board has been installed at the An Lam Neighborhood Cultural House, integrating a wide range of information, including local updates, lists and contact numbers of neighborhood officials, activity schedules, newly issued guidelines and policies, instructions for using online public services, and channels for receiving feedback and recommendations from residents. Through this model, people can conveniently access information and interact with local authorities using their smartphones.
Speaking at the meeting of the City Steering Committee for Mass Mobilization work on May 8, Ton Ngoc Hanh, Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee, and Chairwoman of the City People’s Council, emphasized that in the new context, mass mobilization work must go beyond advocacy to focus on companionship and understanding with the people. Following the reorganization of the apparatus under the two-tier local government model, the organizational structure has become more streamlined. Therefore, to meet increasingly demanding tasks, Party Committees must strongly promote digital transformation to reduce pressure on grassroots officials, while taking public satisfaction as the highest measure of the effectiveness of the two-tier administrative apparatus.
In addition, the model includes a community digital transformation corner equipped with free Wi-Fi, support devices, and teams of Youth Union members and digital technology volunteers to provide direct guidance for residents in using digital applications and online public services. The initiative is expected to help improve digital skills and narrow the technology gap within the community.
The above-mentioned actions taken by the agencies, units, and localities demonstrate that information, education, and mass mobilisation work is undergoing a strong transformation in both mindset and approach – shifting from “management” to “service,” from a “directive and administrative” approach to one centered on “dialogue and support,” and from "passive handling” to “proactive forecasting and early resolution at the grassroots level.” At the same time, public satisfaction has become an important criterion for evaluating the effectiveness and operational efficiency of the two-tier local government model.
