On May 11, at the third meeting in 2026 of the Government’s Steering Committee for science and technology, innovation, digital transformation and Project 06, the Ministry of Home Affairs reported and announced the results of the 2025 Public Administrative Reform Index (PAR Index) for ministries, ministerial-level agencies, and the People’s Committees of provinces and centrally governed cities.
This is an important tool for comprehensively, objectively, and multidimensionally assessing the results and impact of administrative reform. It enables localities to analyze, compare, and clearly identify both achievements and shortcomings in each task of administrative reform, thereby adopting appropriate solutions to improve effectiveness and enhance the quality of public services.

The 2025 PAR Index results for provinces and centrally governed cities continued to show positive progress, with an average score of 89.96%, up 1.59 percentage points from 2024 (88.37%) and the highest level recorded to date.
The 2025 PAR Index results for provinces and cities were classified into two groups: Group A, comprising 18 provinces and cities with index scores of 90% or higher and Group B, comprising 16 provinces and cities with scores ranging from 80% to under 90%.
According to the evaluation results, Dong Nai recorded a score of 93.10%, ranking third among the newly reorganized 34 provinces and cities. Compared to 2024, the locality gained 2.41 points and climbed five places to rank eighth among the pre-merger 63 provinces and cities, reflecting strong progress and positive outcomes in its administrative reform efforts in 2025.
Several component indices in which Dong Nai recorded high scores included the direction and management of administrative reform at 99.95%, administrative procedure reform at 97.79%, organizational structure reform at 95.53%, and public finance reform at 95.93%.
This year marks the 14th consecutive year that the Ministry of Home Affairs has conducted the PAR Index assessment for provinces and cities. The ministry has also approved a new set of evaluation criteria to amend, supplement, and update assessment indicators and methods in line with practical requirements, thereby contributing to the effective implementation of administrative reform goals and tasks assigned by the Government under Resolution No. 76/NQ-CP.
The provincial-level PAR Index comprises eight evaluation areas, 38 criteria, and 88 sub-criteria, with a total score of 100 points. Of the total, 68 points are allocated to evaluating reform outcomes, while 32 points are allocated to assessing the impact of administrative reform on citizens and local socio-economic development.
To determine the 2025 PAR Index, the Ministry of Home Affairs conducted a survey using approximately 99,694 questionnaires, including 35,649 responses from citizens to assess satisfaction levels and 64,045 responses from electronic surveys targeting officials, civil servants, and leaders at ministries, localities, associations, and mass organizations.
The year 2025 marked a historic milestone for administrative reform in Vietnam, with efforts focused on restructuring the organizational apparatus and administrative units at all levels, operating the two-tier local government model, and making major breakthroughs in institutional reform, science and technology, innovation, and national digital transformation.
The strong and comprehensive reforms carried out over the recent period have produced significant results, as reflected in the PAR Index results of ministries, provinces, and cities across various sectors. These outcomes have laid the foundation for innovation in governance methods, improving administrative efficiency, and gradually enhancing citizen satisfaction while meeting public expectations.
