Dong Nai City to develop rental social housing near industrial parks

On May 26, the Party Committee of the Dong Nai City People’s Committee reported and proposed a policy to plan and develop social housing near industrial parks with large numbers of workers, prioritizing areas facing urgent housing demand. The Standing Board of the City Party Committee gave in-principle approval to the proposal.

This aligns with the guidance of Party General Secretary and State President To Lam, as outlined in Notice No. 64-TB/VPTW dated May 22, 2026, issued by the Office of the Party Central Committee (PCC) on the implementation of the Directive No. 34-CT/TW of the PCC’s Secretariat regarding social housing and future housing development orientation.

Developing social housing near industrial parks with large numbers of workers

In the initial phase, the city will develop rental social housing near industrial parks such as Amata, Nhon Trach, and other parks with large numbers of workers.

At the same time, the city has tasked the Department of Construction with continuing to review land plots near urban and industrial areas to expand the land bank for rental housing development to meet the housing needs of workers, officials, civil servants and public employees.

The continued addition of land banks near industrial parks to develop rental housing projects is a new policy from the Central Government, helping workers access housing at reasonable costs and reducing settlement pressure in rapidly developing industrial urban areas.

According to 2025 statistics from the Department of Construction, the total housing demand was approximately 600,000-650,000 people, corresponding to about 150,000-160,000 social housing units. Of this, about 70% of the demand came from workers and laborers working in concentrated industrial parks and clusters, while the remainder consisted of freelancers, civil servants, and other low-income individuals.

In 2025, Dong Nai completed over 4,600 social housing units, reaching 112% of the target assigned by the Prime Minister, the highest level in the past 10 years. In the first quarter of 2026, the city commenced construction on over 4,400 units, the highest number in the country.

To gradually meet the needs of the people, in October 2025, the Dong Nai City Party Committee issued a resolution with the goal of developing 65,000 social housing units by 2030.

Subsequently, at the end of March 2026, the City People's Committee issued Decision No. 973/QD-UBND with the goal of completing at least 67,000 social housing units by 2030. Priority areas for housing development include the vicinity of Long Thanh Airport, areas near industrial parks, free trade zones, and regional central urban areas.

Decision No. 973/QD-UBND issued by the former Dong Nai Provincial People’s Committee, now the Dong Nai City People’s Committee, issued at the end of March 2026, sets a target for the 2021-2030 period to complete over 67,000 social housing units, exceeding the target assigned to the city by the Government.

Dong Nai now has a solid foundation to realize this goal, including relatively complete mechanisms and policies, increasingly simplified investment and construction procedures, and shortened processing timelines; expanded eligibility for policy beneficiaries; and a planned land bank of over 1,000 hectares, the largest in the country.

Ensuring housing for every citizen

In 2025, Dong Nai completed 112% of the social housing development target assigned by the Government. In the first quarter of 2026, the city continued to lead the country in the number of newly commenced social housing units. This result is a testament to the close attention and strong determination of local authorities, as well as the partnership and sense of responsibility of businesses in realizing the policy of ensuring social welfare for workers and low-income earners.

In 2026, Dong Nai City was assigned a target by the Government to complete over 8,000 social housing units. With the results achieved in 2025 and the foundations of land banks, mechanisms, and infrastructure being gradually perfected, combined with recent directives to continue reviewing land banks to strongly develop rental social housing near industrial parks, the city is well-positioned to successfully meet its assigned targets.

As of the end of the first quarter of 2026, Dong Nai had 73 social housing projects that had been or were being implemented, with a scale of approximately 71,800 units.

Van Minh Hoang, Chairman of the Board of Directors of Chuong Duong Homeland Joint Stock Company, stated that the company is completing a social housing project with nearly 1,100 units in Long Hung ward. At the same time, the company is also carrying out legal procedures to invest in another social housing project near Amata Industrial Park. According to Hoang, this represents the company's partnership with the locality in ensuring housing welfare for workers, contributing to the realization of the national project to build one million social and worker housing units nationwide by 2030.

Sharing the same goal of developing social housing, Nguyen Phi Long, General Director of Khang Nam Group, said that the company is implementing a social housing project with nearly 1,000 units at Bau Xeo Industrial Park, located in Trang Bom ward. The project is being implemented systematically, applying construction technology, prioritizing the use of local labor, and ensuring compliance with legal regulations and sustainable development guidelines.

Following this project, depending on the actual needs of workers and residents, the company will continue to consider participating in other social housing projects, contributing to creating stable housing for workers and accompanying the sustainable development process of Dong Nai City.

Dong Nai City is aiming to become a civilized, modern urban area and an important growth pole of the country. On the journey to build a sustainable urban area, social welfare – including ensuring that every citizen has a home – is both an immediate task and a foundation for retaining human resources, improving quality of life, and creating momentum for long-term growth. Prioritizing the development of social housing, especially rental housing near industrial parks and major urban areas, not only provides housing security but also contributes to the harmonious and sustainable development of the locality.
