The Dong Nai Provincial People’s Committee has issued Plan No. 164/KH-UBND on developing the province’s innovation system and innovative startup ecosystem for the 2026–2030 period.

The plan sets out an ambition to position Dong Nai as one of the Southeastern region’s key hubs for innovation, high-tech industry, digital transformation, and modern digital administration. It contributes to supporting the province’s broader goal of achieving rapid and sustainable development in the 2026-2030 period. In parallel, the plan aims to develop Dong Nai’s innovation system and innovative startup ecosystem; placing citizens and businesses at the center, with scientists playing a pivotal role, while institutes and universities serving as the research entities. The State plays a guiding role and acts as the institutional architect.
The plan also emphasizes the role of science, technology, and innovation in boosting productivity, improving product quality, and strengthening business competitiveness. These efforts are closely tied to advancing industrialization and modernization, while prioritizing solutions that support environmental protection, the circular economy, green transition, and climate change adaptation.
In terms of specific targets, by 2030 each commune and ward is expected to have at least one innovation facility or creative space. The province also plans to establish the Dong Nai Innovation and Digital Transformation Center and complete the development and operation of an innovation zone linked to the Long Thanh Airport urban area.
The plan outlines a series of key tasks and solutions, including building and perfecting mechanisms and policies; training and fostering capacity across the innovation system and innovative startup ecosystem; developing infrastructure, data systems, and support services; expanding public communication; promoting trade; supporting innovative startups and businesses engaged in innovation; enhancing international cooperation on innovation and innovative startups; ensuring cybersecurity and information security.
