The plan requires ensuring close, coordinated cooperation among departments, sectors, localities, and relevant units, while strengthening the Party's leadership and the state's management responsibilities.

Activities must closely follow the prescribed objectives and tasks, while also prioritizing the application of information technology and adapting to digital transformation and green transformation in consumer rights protection activities. At the same time, the implementation of consumer rights protection activities across the province must be specific, focused, and targeted, avoiding formalism and waste.

The plan's goals are to improve policies and laws on consumer rights protection gradually; create and issue regulations on state management coordination; receive and resolve consumer complaints and feedback; maintain the Launching Ceremony for Vietnam Consumer Rights Day and annual response activities; promote information dissemination and communication; and host conferences and training sessions to improve capacity and share experiences in consumer protection work.

Tasks and solutions focus on coordinating to complete institutions and policies; enhancing the effectiveness of consumer protection in the context of digital transformation by connecting with the 1800.6838 consumer consultation and support hotline system and the National Consumer Protection Database; and developing guidance documents and tools to support transaction transparency.

The plan calls for stepped-up awareness-raising, communication, education, and dissemination of policies and laws on consumer rights protection, while strengthening the role of social organizations in this work. It also emphasizes improving law enforcement effectiveness through training, inspections, supervision, and coordinated handling of violations.

The Department of Industry and Trade is assigned to preside over and coordinate with departments, sectors, localities, and the Provincial Association for Standards and Consumer Protection to organize implementation, dissemination, inspection, the treatment of violations, and the consolidation of reports. Departments, sectors, and localities are responsible for bolstering dissemination, coordinating inspections, and resolving complaints. People's Committees of wards and communes are responsible for developing annual plans, organizing the implementation, and reporting as prescribed. The Provincial Association for Standards and Consumer Protection will engage in consultation, dissemination, support, and mediation activities, and will also participate in protecting consumer rights in accordance with the law.
