The Dong Nai Provincial People’s Committee has just issued Official Letter No. 3829/UBND-KTNS (dated March 13, 2026) on implementing measures to remove difficulties for enterprises, household businesses, and people in accessing bank loans while promoting cashless payment activities and digital transformation in Dong Nai’s banking sector in 2026.

The Provincial People’s Committee has assigned People’s Committees of communes and wards to closely grasp capital demand and enterprises’ difficulties in gaining access to capital support in Dong Nai province while proactively sending information and specific lists of enterprises and business households facing capital difficulties to the State Bank of Vietnam (SBV) Regional Branch No. 2 and credit institutions in the localities for coordination and resolution within their authority.
People’s Committees of communes and wards are required to strengthen information dissemination to enterprises so they can fully access information and promptly grasp the province’s policies on supporting enterprises. At the same time, they shall coordinate with the SBV Regional Branch No. 2 and local credit institutions to organize dialogue conferences between local authorities and enterprises to effectively implement the local credit promotion programs in supporting enterprises in the province.
Localities are also required to continue promoting cashless payment activities through coordination with relevant units under forms such as organizing on-site support, combining with community digital technology teams in hamlets and residential areas to guide people in installing and updating information on the VNeID application for opening bank accounts, organizing cashless payment days, and implementing concentrated promotional programs.
The Provincial People’s Committee also requested the SBV Regional Branch No. 2 to direct credit institutions operating in the locality to continue actively participating in bank-enterprise connection activities and provincial programs with credit packages suitable for the actual operation of each type of enterprise. The SBV Regional Branch No. 2 was also asked to adopt preferential interest rate policies to facilitate enterprises’ access to bank credit at appropriate interest rates to serve production and business needs.
