Nguyen Kim Long, Member of the Standing Committee of the Provincial Party Committee and Standing Vice Chairman of the Dong Nai Provincial People’s Committee, has signed a document issued by the Provincial People’s Committee and sent to relevant units regarding the urgent completion of the dossier to establish Dong Nai city under the Central Government.

On March 26, the Government Office issued Document No. 2629/VPCP-TCCV to the Ministry of Home Affairs, the Ministry of Construction, and the Dong Nai Provincial People’s Committee regarding the completion of the dossier for the proposal to establish Dong Nai city under central administration.
Accordingly, Deputy Prime Minister Pham Thi Thanh Tra assigned the Ministry of Home Affairs to closely coordinate with the Dong Nai Provincial People’s Committee to finalize the dossier, organize appraisal, collect opinions from ministries, central agencies, and sectors, complete the dossier for submission to the Government before April 4, 2026.
To ensure the dossier is completed and submitted to the Central Government on schedule, the Chairman of the Provincial People’s Committee has requested heads of departments, agencies, units, and localities to urgently finalize assigned contents in line with directives from the Chairman of the Provincial People’s Committee and the Provincial People’s Committee Office.
Priorities should be given to mobilizing human resources intensively, and organizing the implementation with urgency, determination, and the highest sense of responsibility. It’s necessary to proactively adjust programs and work plans to prioritize completion of the proposal dossier; work beyond office hours and on weekends when necessary; assign the right people to the right tasks with clear responsibilities; and avoid delays, waiting for documents, shirking, or passing responsibility. Heads of agencies and units must directly lead, inspect, and take responsibility for all contents within their scope of authority.
The Provincial People’s Committee has assigned the Department of Home Affairs to take the lead, in coordination with the Provincial People’s Committee Office, in monitoring, urging, and consolidating implementation progress; regularly reviewing, updating, and promptly advising the Provincial People’s Committee on handling delayed items as well as difficulties and obstacles arising during implementation. The Provincial People’s Committee Office will monitor the implementation status of agencies, units, and localities and advise the Provincial People’s Committee on organizing progress reviews as required.
The Chairman of the Provincial People’s Committee has requested all agencies, units, and localities to strictly implement the tasks. The Chairman will consider the responsibility of heads of agencies, units, and localities that fail to meet deadlines, produce substandard dossier quality, or affect the overall progress of completing the proposal dossier in accordance with the Central Government’s requirements. During implementation, any difficulties or obstacles must be promptly reported to the Chairman of the Provincial People’s Committee for consideration and direction.
At the second plenum of the 14th Central Committee of the Communist Party of Vietnam, the Party Central Committee agreed in principle on the establishment of Dong Nai city under the Central Government.
The Party Central Committee assigned the Politburo to direct the Government Party Committee, based on the Central Government’s policy, to guide the Government in finalizing the proposal dossier in accordance with regulations for submission to the first session of the 16th National Assembly for consideration and decision.
