2026 is a pivotal year for Dong Nai to expedite the implementation of Resolution No. 57-NQ/TW on breakthrough development in science, technology, innovation, and digital transformation. Accordingly, Dong Nai aims for comprehensive digital transformation across sectors and state agencies in the province.

Focusing on completing digital infrastructure and platforms
According to the Department of Science and Technology, in 2026 the province sets three key targets: completing unified, safe, modern digital infrastructure and platforms at 70%; ensuring 90% or more of human resources in state agencies and citizens receive training; and achieving over 0.8% in the provincial digital transformation index.
Nguyen Minh Quang, Deputy Director of the Department of Science and Technology, said that in 2026 and the following years, Dong Nai will continue expanding 5G coverage in an efficient and sustainable manner, prioritizing urban areas, industrial parks, high-tech zones, logistics centers, and localities with high demand for digital technology applications. Digital infrastructure will serve as the foundation for transmitting information, data, and digital services, playing a key role in the development of modern society and contributing to the advancement of science, technology, innovation, and digital transformation in the province.
Dr. Luu Hue Tien, General Director of SunEdu International Education Joint Stock Company, noted that Dong Nai is facing a historic opportunity to transform itself from a traditional industrial hub into a leading high-tech growth pillar in Vietnam. With its strategic location in southern key economic region, the province has all the necessary foundational elements for breakthrough development. As 2026 is a pivotal year for implementing the innovation strategy, the locality needs to identify priority directions and actions for digital transformation based on feasibility, spillover effects, and the ability to create a foundation for the next phase. In particular, attention should be given to building data infrastructure and artificial intelligence (AI) application to serve digital government and predictive analysis in management fields. At the same time, Dong Nai should integrate shared inter-sectoral data repositories and deploy provincial-level operational dashboards.
Developing effective models
At the Conference on deploying digital transformation tasks for 2026, held in late February, Le Truong Son, Member of the Dong Nai Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee said that the province has set 91 tasks for the year with clear assignments to departments and sectors. Therefore, provincial leaders requested departments and sectors to study and regularly review the implementation progress to ensure effective performance. Regarding digital society, the province places strong emphasis on the Digital Literacy Movement, and provincial leaders have asked the Department of Science and Technology to coordinate with mass organizations to organize more activities and adopt creative approaches to encourage citizens to proactively learn and apply digital tools.
In 2026, provincial leaders require that all tasks must yield measurable results. Therefore, it is necessary to actively learn from effective models and practices in other localities to ensure successful implementation.
According to the People’s Committee of Binh Phuoc Ward, in order to effectively implement the goals of building a smart ward and promoting comprehensive digital transformation in the locality, the ward has identified several key groups of solutions that need to be prioritized.
Accordingly, Binh Phuoc Ward will continue investing in and upgrading information technology infrastructure, ensuring synchronous connectivity between the Ward People’s Committee, residential areas, schools, and the Intelligent Operations Center (IOC); piloting smart urban management models, market and neighborhood management; and applying AI, big data, and digital urban service platforms. In addition, the ward will continue training digital citizens, focusing on online public service skills, digital payments, and information security; increasing social resource mobilization; and encouraging telecommunications enterprises and technology companies to participate in developing digital infrastructure and services.
Pham Son Dien, Director of the Dai Phuoc Commune Public Administration Service Center, said that recently the commune has piloted AI application in public administration to assist specialized departments in tasks such as compiling data, reporting, and news editing. Notably, the commune has integrated a public administration AI assistant into its portal so that residents can ask and receive answers about administrative procedures. During this phase, the commune added election-related data for the virtual assistant to respond to citizens’ inquiries.
In the coming time, Dai Phuoc commune will strengthen the unified application of AI in public administration through a common system connected to shared data repositories such as its legal library, official gazettes, and administrative procedure databases. These data sources must be automatically updated while also enabling personalized use so that it can better support users based on job‑specific data needs.
According to a report by the Department of Science and Technology, in 2025 most of the province’s digital transformation targets were achieved, with 13 out of 22 targets exceeding the set goals. These include local budget spending on science, technology, innovation and digital transformation; the proportion of commune- and ward-level officials trained in basic digital skills; and the processing of administrative procedures across administrative boundaries between the central and local levels as well as among different levels of government.
