Dong Nai has three class II urban areas

The Dong Nai Provincial People’s Committee has issued a decision announcing the list of class II and class III urban areas, as well as wards meeting urban development standards within the province’s urban administrative units.

The announcement of the list of class II and class III urban areas, along with wards meeting the required level of urban development, follows the transitional provisions set out in Article 15 of Resolution No. 111/2025/UBTVQH15 dated December 24, 2025 of the National Assembly Standing Committee on urban classification.

Accordingly, Dong Nai currently has three class II urban areas, including the Bien Hoa urban area (comprising the wards of Tran Bien, Tam Hiep, Long Binh, Long Hung, Phuoc Tan, Tam Phuoc, part of Trang Dai ward (excluding Thien Tan commune, the former Vinh Cuu district), part of Ho Nai ward (excluding Ho Nai 3 commune, the former Trang Bom district), and part of Tan Trieu ward (excluding Tan Binh, Binh Loi, and Thanh Phu communes, the former Vinh Cuu district); the Long Khanh urban area (including the wards of Binh Loc (excluding the area of Xuan Thien commune, the former Thong Nhat district), Bao Vinh, Xuan Lap, Long Khanh, and Hang Gon); and the Dong Xoai urban area (including Dong Xoai and Binh Phuoc wards). In addition, the province has 19 urban areas classified as class III.

Regarding the list of wards meeting urban development standards for administrative units within class II and class III urban areas, seven wards—Bien Hoa, Tran Bien, Tam Hiep, Long Binh, Phuoc Tan, Tam Phuoc, and Xuan Lap—have achieved the infrastructure development standards of class II urban areas. Meanwhile, 16 wards have reached the infrastructure development level of class III urban areas.

The Provincial People’s Committee has also assigned the Department of Construction to coordinate with relevant agencies and localities to develop the Dong Nai Urban Development Program as a basis for synchronized urban infrastructure investment. The department is tasked with periodically reviewing and assessing urban quality in accordance with Resolution No. 111; organizing reviews and publicly announcing urban development targets for each phase; and evaluating criteria and standards for urban classification in transitional cases to ensure compliance with regulations and improve urban quality. At the same time, the Department of Construction will guide and urge People’s Committees of communes and wards to develop and implement local urban development plans. The Department of Finance will advise on allocating funds from the provincial budget to fulfill urban classification criteria in line with regulations.

Following the merger, Dong Nai province currently has 95 commune-level administrative units, including 72 communes and 23 wards.
