The Dong Nai provincial Steering Committee for the movement “All People Unite to Build Cultural Life” has issued Plan No. 39/KH-BCD dated March 4, 2026, to implement the movement across the province this year.

The plan aims to develop the movement widely and sustainably, gradually building a healthy and vibrant cultural environment, contributing to ensuring political stability, and maintaining security, social order and safety. At the same time, it seeks to improve the quality of cultural families, cultural hamlets, and residential quarters, and cultural agencies, units, and enterprises, thereby building a strong cultural life at the grassroots level. In addition, the plan aims to mobilize resources from society to participate in creative activities and the building of cultural life, creating favorable conditions for cultural activities to develop and improving people’s cultural enjoyment, striving to achieve and exceed the targets and tasks set by the Central Government, the Provincial Party Committee, and the Provincial People’s Committee for 2026.
The plan sets specific targets for 2026. Accordingly, over 90% of hamlets and residential quarters are expected to achieve cultural standards; over 95% of households will meet cultural family standards; 98% of agencies and units as well as over 75% of enterprises will meet cultural standards; 100% of commune-level cultural and sports institutions; and 90% of hamlet and residential-quarter cultural houses and sports areas will operate effectively.
The province will innovate propaganda work for the movement under diverse forms such as banners, slogans, and mass media, newspapers and broadcast systems from provincial to grassroots levels, as well as competitions, performances, festivals, and panel discussions, among others to further expand the movement’s influence across various aspects of social life.
Targets and tasks of the movement will be included in Party Committee resolutions and government plans for direction and implementation. Inspection of the implementation of the movement at the grassroots level will also be strengthened, ensuring timely direction, guidance, and urging localities to perform the movement well, while replicating effective models.
The plan also emphasizes promoting socialization and facilitation for individuals and organizations to invest in cultural and sports facilities and organizing cultural, artistic, and sports activities, thereby improving the spiritual and cultural life of residents, and encouraging enterprises in the province to participate in building cultural life within communities.
Professional training courses for members of the Steering Committee, program management boards at all levels, and grassroots officials involved in the movement will continue to be organized to enhance professional expertise and skills in organizing, deploying and implementing the movement.
Attention will be paid to commendation, encouragement, and promotion of positive, creative ideas and practices of individuals and collectives directly participating in the movement at the grassroots level; exemplary models across the province will be introduced and expanded.
The Department of Culture, Sports and Tourism serves as the standing agency, leading and coordinating with members of the Steering Committee to guide and inspect the implementation of the plan and advise on organizing the conference to review the movement in 2026. Provincial departments, sectors, mass organizations, and People’s Committees of communes and wards will develop implementation plans suitable to their functions and local conditions while ensuring funding and necessary resources for the movement’s implementation.
