During the Lunar New Year of the Horse 2026, for the first time, the family of Tho Thoai (of the Cho Ro ethnic group, residing in Xuan Que Commune, Dong Nai Province) celebrated Tet in a sturdy new house that was handed over in late August 2025. In addition to housing support, the family was enabled to access policy-based credit and received State support policies correctly, fully, and on time for disadvantaged ethnic minority households, along with community care and support. Thanks to assistance from multiple sources and the efforts of family members, the household’s living conditions have steadily improved.

Tho Thoai’s household represents one of many poor and near-poor families and disadvantaged households in Dong Nai that have received State policies and community assistance to steadily enhance their living quality, aligned with the principle of leaving no one behind.
Joining hands to support disadvantaged people
Statistics from the Vietnam Fatherland Front Committee of Dong Nai Province indicate that the province currently has about 2,900 poor households and more than 1,900 near-poor households, as well as many other individuals from disadvantaged families.
Moreover, nearly 142,000 beneficiaries of social protection and social pension programs receive regular allowances. These include children under 16 without caregivers, people living with HIV from poor households, poor single parents raising children, social pension recipients, people with severe and extremely severe disabilities, and individuals receiving community-based care. Dong Nai has implemented a variety of assistance policies to support these vulnerable groups.
According to Pham Thi Mai Huong, Deputy Director of the Dong Nai Province Department of Health, the province ensures the thorough, timely, and accurate implementation of payment policies for social protection and social pension beneficiaries each year. Accordingly, the province disbursed more than VND 3.8 trillion to eligible recipients between 2021 and 2025. The province also supported early detection, intervention, corrective surgery, and the provision of assistive devices for 13,100 people with disabilities. In addition, 21 social protection facilities (including two public institutions) care for nearly 1,400 individuals without family support.

Poor and near-poor households, along with other households under challenging circumstances, can also access policy loans to create jobs for themselves through trading, agricultural and forestry production, handicrafts, and services. The loans can also be used to invest in their children’s education and to build homes, clean water systems, and rural sanitation facilities.
According to Le Ba Chuyen, Director of the Dong Nai Provincial Branch of the Vietnam Bank for Social Policies, more than 65,700 households received policy loans totaling over VND 3.7 trillion in 2025. Major programs included job-creation loans for 24,400 beneficiaries, clean water and rural sanitation loans for nearly 21,000 households, and student loans for 12,300 cases. Currently, the provincial branch system is providing loans to 212,500 borrowers with outstanding funds exceeding VND 12 trillion. These loans have been effectively utilized, contributing to improved material and spiritual well-being for beneficiary families.
Notably, according to Luu Thi Ha, Vice Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai Province, under the Movement to Eliminate Temporary and Dilapidated Houses, in 2025 the province mobilized coordinated participation from all levels, sectors, enterprises, and residential communities, supporting the construction of 935 houses with total funding of VND 65.44 billion and completing the Central Government assigned target four months ahead of schedule.
Beyond supporting residents in the locality, Dong Nai contributed VND 48 billion to help other provinces eliminate temporary and dilapidated housing, while mobilizing more than VND 134 billion to help people in the northern and central regions recover from natural disasters. Overall, in 2025, the Vietnam Fatherland Front Committee of Dong Nai Province helped mobilize more than VND 900 billion in social welfare resources across the province.
These achievements are not only impressive figures but also reflect the strong commitment of the Party Committee, the authorities, and the people of Dong Nai province to social welfare policies guided by the principle of leaving no one behind.
In December 2025, the Provincial People’s Council approved Resolution No. 26/2025/NQ-HDND specifying beneficiaries and support levels during the Lunar New Year in Dong Nai province. Accordingly, near-poor and poor households under local multidimensional poverty standards (or central standards where local standards are not available) receive support of VND 1 million and VND 1.2 million per household, respectively. The province also provides VND 720,000 per person for students studying at ethnic boarding schools within the province; ethnic minority students permanently residing in Dong Nai and studying at universities, preparatory programs, colleges, intermediate schools, and vocational education institutions; and hearing-impaired students at the Pedagogical Practice School.
Innovating social welfare work
Building on previous positive outcomes in social welfare, the province promptly began implementing policies and support measures for poor and near-poor households and families facing difficulties early in 2026.

"Promoting the strength of great national unity" is one component of the theme of the 1st Dong Nai Provincial Party Congress for the 2025-2030 term. According to Ha Anh Dung, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai province, the Vietnam Fatherland Front Committee of Dong Nai province identifies the task of awakening the endogenous strength of great national unity as a key, long-term, and consistent mission. The province will focus on three breakthrough solutions, starting with a comprehensive renewal of communication and mobilization methods so that campaigns and patriotic emulation movements become closer and more practical for every citizen.
Specifically, one of the six tasks identified by the Vietnam Fatherland Front Committee of Dong Nai province for the 2025-2030 term is to encourage people from all walks of life to engage in emulation and innovation, and to implement major campaigns and the Patriotic Emulation Movement effectively. In carrying out this task, the Fatherland Front at all levels in the province closely follows the Resolution of the Provincial Party Congress and the action program of the Vietnam Fatherland Front. At the same time, depending on people’s needs for assistance, the Fatherland Front and member organizations at the same level will implement appropriate activities. In addition, the Fatherland Front at all levels will ensure that mobilized resources reach the right cases in need of support, with transparency in receipts and disbursements.

According to Pham Thi Mai Huong, Deputy Director of the Department of Health, the province will focus on coordinating the full implementation of social protection programs, plans, regimes, and policies, while effectively implementing care policies and promoting the role of elderly seniors in accordance with regulations. The province will also implement community-based support policies for people with disabilities. In addition, it will continue calling for investment in non-public social protection facilities and nursing homes with diverse, high-quality service models to reduce pressure on the state budget and meet the increasing healthcare needs of the elderly and vulnerable groups amid population aging.
In addition, the National Target Program for socio-economic development in ethnic minority and mountainous areas and sustainable poverty reduction is being proactively implemented to improve living conditions for ethnic minorities, residents in border areas, and disadvantaged communes. Measures include constructing new schools, equipping border schools with modern learning facilities, providing seedlings, livestock, production materials, and non-refundable capital for disadvantaged communes and poor and near-poor households, supporting construction or repair of permanent housing, and investing in new or upgraded transport infrastructure.
During the Lunar New Year of the Horse 2026, member organizations of the Front actively carried out social welfare activities, focusing on mobilizing and delivering Tet gifts to poor and disadvantaged households, thereby spreading the spirit that “every household and every person can celebrate Tet.”
