On January 27, Nguyen Van Ut, Deputy Secretary of the Dong Nai Provincial Party Committee and Chairman of the provincial People’s Committee, chaired a working session with the provincial Land Fund Development Center and relevant departments, sectors and localities on the plan to auction land-use rights in 2026. The meeting was also attended by Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the provincial People’s Committee.

Reporting at the working session, Le Thanh Dien, Deputy Director of the provincial Land Fund Development Center, said that in 2025, the unit successfully auctioned six land parcels, with total winning bids exceeding 11.2 trillion VND. In addition, several land parcels were announced for auction as planned but were not successfully auctioned.
In 2026, the provincial Land Fund Development Center reviewed, consolidated and developed a draft plan, while also collecting opinions and working with departments, sectors and localities to agree on the list of land parcels to be put up for auction.
Accordingly, eight land parcels carried over from 2025 have had their starting prices approved, with a total area of more than 740 hectares and an estimated value of about 6 trillion VND based on the land price table. In addition, 16 land parcels are in the process of continuing to complete legal procedures for auction, with a total estimated value of around 31 trillion VND under the land price table.

The provincial Land Fund Development Center proposed that land parcels for which auction notices were issued in 2025 but were unsuccessful be allowed to proceed with land allocation or land lease in accordance with current regulations. The provincial People’s Committee assigned the Department of Construction and the Department of Finance to promptly complete dossiers for approval of investment policy for projects on several land parcels and submit them to the provincial People’s Committee for consideration and approval; the Department of Finance was also tasked with issuing specific written guidance on types of projects required to prepare investment policy documents when conducting auctions of land-use rights.
At the same time, the provincial People’s Committee assigned the Department of Agriculture and Environment to continue advising on the determination of specific land prices; provide guidance on preparing topographic survey costs so that the center can complete cost estimates for submission for appraisal; and issue written guidance on conditions and dossier components to be submitted to the provincial People’s Council for approval of the land recovery list, serving as a basis for implementing compensation, support and resettlement procedures for auctions of land-use rights.

At the working session, leaders of the Departments of Agriculture and Environment, Construction, and Finance discussed and clarified difficulties and obstacles in the process of preparing land funds, determining starting prices and investment procedures. They also proposed a number of solutions to accelerate progress, ensuring that the auction of land-use rights in 2026 is conducted in compliance with regulations and effectively, and generate an important source of resource for the province’s socio-economic development.
Concluding the working session, Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee and Chairman of the provincial People’s Committee, stressed that the organization of auctions must fully ensure all conditions related to planning, investment policy, site clearance and other relevant procedures. These requirements need to be completed as early as possible, with efforts made to hold the auctions no later than the third quarter of 2026 in order to generate revenue in this year.

Regarding the eight land parcels carried over from 2025, according to the Chairman of the provincial People’s Committee, these are parcels that already meet the conditions for auction. They will continue to be publicly announced for auction in accordance with regulations. In cases where there is only one investor participating in the auction, land will be allocated to that investor under current regulations; if there are no investors, the auction plan will be reviewed and adjusted in line with the current land prices and coefficients, with efforts made to organize the auction as early as the first quarter.
For the remaining land parcels, the Chairman of the provincial People’s Committee requested that they be classified into groups clearly. Accordingly, the parcels that basically meet the required conditions should be placed in a priority group, with resources concentrated on completing procedures and promptly putting them up for auction; while parcels that do not yet meet the conditions should continue to complete dossiers and fully carry out procedures in accordance with newly effective regulations, ensuring compliance with proper sequence and the law.
The provincial Land Fund Development Center was required to urgently finalize and submit the 2026 land auction plan to the provincial People’s Committee for consideration, signing and issuance, so as to proceed with the implementation.
