Reporting at the meeting, Tran Trong Toan, deputy director of the Department of Agriculture and Environment, said the department had sought input from the People’s Committees of 95 communes and wards, the Department of Construction, and specialized construction project management boards. The consultations focused on forecasting demand for common construction materials by category for 2026 and for the 2026–2030 period, providing a basis for advising the provincial government on the auction plan.

Based on reported demand and proposals from enterprises involved in construction material production, authorities identified 19 mining areas to be auctioned, covering a total land area of more than 565 hectares. The sites include 15 quarries for construction stone, two sand mines, and two earth-fill sites.

Mr. Toan said a review showed that two of the 19 proposed sites each exceed 50 hectares, placing them under the authority of the Standing Committee of the provincial Party Committee for policy approval. The department therefore recommended that the provincial People’s Committee report to the Party Committee of the People’s Committee to seek guidance from the Standing Committee before implementation. Representatives from relevant departments and agencies largely agreed with the department’s report.

Concluding the meeting, Nguyen Thi Hoang - a member of the provincial Party Committee and vice chairwoman of the Dong Nai People’s Committee - instructed the Department of Agriculture and Environment to re-examine the proposed auction sites, specifying locations, boundaries, land areas, estimated reserves, current conditions, compliance with land-use and mineral exploitation plans, and transportation connectivity. She also directed the department to group the sites by status, including those with existing policy approval, those with approved reserves, and those requiring Standing Committee approval. The vice chairwoman said the auction plan should be issued as soon as possible to facilitate implementation, ensuring a stable supply of construction materials for public works and residential use.
