Dong Nai budget revenue surpasses VND 101 trillion, exceeding 2025 target

On the afternoon of December 31, the Dong Nai Department of Finance held a conference to review State budget collection and expenditure for 2025. The event was attended and chaired by Nguyen Van Ut, Deputy Secretary of the Dong Nai Party Committee and Chairman of the Provincial People’s Committee, along with Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai Province.

Also attending the conference were members of the Provincial Party Standing Committee, including Le Truong Son, Vice Chairman of the Provincial People’s Committee; Major General Nguyen Duc Hai, Director of the Dong Nai Provincial Public Security; Nguyen Tuan Anh, Director of the Department of Agriculture and Environment; Truong Thi Huong Binh, Director of the Department of Finance; Vice Chairpersons of the Provincial People’s Committee; and leaders of provincial departments and agencies.

According to the Department of Finance, as of December 31, Dong Nai’s total state budget revenue in 2025 had reached VND 101.4 trillion, equivalent to 144% of the estimate assigned by the Prime Minister and 136% of the estimate assigned by the provincial People’s Council. This result exceeded the provincial goal of collecting VND 100 trillion, as directed by the Provincial Party Committee.

Of the total state budget revenue in 2025, domestic revenue accounted for more than VND 78.6 trillion, achieving 161% of the Prime Minister’s estimate and 149% of the estimate assigned by the provincial People’s Council. 15 out of 17 assigned revenue indicators were met or exceeded compared with the provincial targets, including nearly VND 17.9 trillion collected from foreign-invested enterprises; nearly VND 12 trillion from the non-state commercial and industrial sector; over VND 9.6 trillion from personal income tax; more than VND 2.6 trillion from centrally managed state-owned enterprises; and over VND 3.6 trillion from locally managed state-owned enterprises. Revenue from import-export activities exceeded VND 22.7 trillion, reaching 105% of both the Prime Minister’s and the provincial People’s Council’s estimate.

As of December 31, Dong Nai’s local budget expenditure totaled more than VND 51.8 trillion, including over VND 21.9 trillion for development investment. Disbursement of public investment capital across the province reached nearly VND 21.4 trillion. Dong Nai’s recurrent expenditure in 2025 exceeded VND 29.8 trillion, equivalent to 108% of the Prime Minister’s estimate and 111% of the provincial People’s Council’s estimate at the beginning of 2025, and 92% of the provincial People’s Council’s adjusted estimate. State budget expenditure estimates for 2025 will continue to be adjusted and recorded through the end of January 2026. Accordingly, Dong Nai is expected to fully meet its budget expenditure estimate for 2025.

Speaking at the conference, Deputy Secretary of the Dong Nai Party Committee and Chairman of the Provincial People’s Committee Nguyen Van Ut commended the provincial departments and agencies for their efforts to achieve impressive results in state budget revenue collection in 2025. According to the Chairman of the Provincial People’s Committee, 2025 was a particularly significant year for Dong Nai, with economic growth reaching 9.63% and the province surpassing its highest-ever state budget revenue target, despite challenges and increased responsibilities after the recent merger.

For 2026, Chairman of the Provincial People’s Committee called on departments and sectors to be determined to strive for even higher state budget revenue. He emphasized the need to unlock resources from stalled projects as well as other revenue sources that have been achieved by the province recently. The Chairman of the Provincial People’s Committee also urged the Department of Finance to closely pursue the goals and orientations set for 2026, continue fostering unity to successfully fulfill all assigned tasks, and proactively coordinate with other relevant agencies to mobilize revenue sources most effectively.
