Building Xuan Loc toward modern development

Xuan Loc Commune is identified as one of the growth drivers, holding an important position in the development space of the eastern region of Dong Nai Province. The locality has relatively synchronous socio-economic infrastructure, with major arterial transport routes passing through, especially the presence of the national scenic site of Chua Chan Mountain.

With its existing potential and advantages, Xuan Loc is striving to become a center for economy, trade, services, tourism, and a modern-oriented urban area in the eastern part of Dong Nai Province.

Many strategic advantages

Secretary of the Party Committee and Chairwoman of the People’s Council of Xuan Loc Commune, Nguyen Thi Cat Tien, said that Xuan Loc has a natural area of more than 140 km² and a population of over 105,000 people. The Commune Party Organization has more than 2,400 Party members belonging to 62 grassroots Party organizations. Currently, the commune has 28 educational institutions, 345 enterprises, and more than 6,200 production and business establishments.

Xuan Loc holds a key position as a transportation hub, with strategic connecting routes passing through such as National Highway 1, the Phan Thiet–Dau Giay Expressway, the North–South railway, and three provincial roads directly linking Ho Chi Minh City and Lam Dong Province, creating outstanding advantages in regional connectivity.

In particular, Xuan Loc is home to Chua Chan Mountain, a national-level scenic site and the second-highest mountain in southern Vietnam; it also has the Nui Le Lake and Gia Mang Lake systems, identified as specific development spaces with many unique values.

Xuan Loc Commune was established through the merger of five former communes and townlet of the former Xuan Loc District, including Xuan Truong, Xuan Tho, Suoi Cat, Xuan Hiep, and Gia Ray townlet. The former Xuan Loc District was twice awarded the title of Hero: Hero of the People’s Armed Forces and Hero of Labor in the renewal period. It is also one of the leading localities nationwide in building new-style rural areas, advanced new-style rural areas, and model new-style rural areas.

Continuing the heroic tradition of its homeland, today’s Xuan Loc brings together all the conditions needed to orient development toward becoming a modern economic, trade, service, tourism, and urban center, serving as a central hub and growth driver for the eastern region of Dong Nai Province.

Development goals in the new period

To promote local advantages and potential, the Resolution of the 1st Congress of the Xuan Loc Commune Party Organization for the 2025–2030 term has identified three breakthrough areas. These include prioritizing the development of tourism and services into key economic sectors, with a focus on attracting investment to form a regional-scale tourism complex; developing eco-tourism, spiritual tourism, resort and entertainment services bearing the distinct characteristics of Xuan Loc and Dong Nai Province. At the same time, the commune will focus on developing high-tech agricultural production, with priority given to organic and circular agriculture associated with commodity branding and product consumption linkages.

The commune will continue to attract and effectively utilize resources for socio-economic investment and development in a synchronized and modern manner; accelerate infrastructure construction, especially transport, trade, services, urban and digital infrastructure; and ensure synchronized connectivity between Xuan Loc and neighboring localities.

With their long-standing history and glorious revolutionary tradition, the Party Committee, authorities, and people of Xuan Loc Commune are believed to continue to unite, uphold revolutionary tradition, the will and aspiration for development, remain dynamic and creative, proactively seize and capitalize on opportunities, overcome difficulties and challenges, successfully implement the goals set by the Party Congress, and join forces with the rest of Dong Nai Province and the entire country to confidently enter a new era—the era of prosperous and thriving development.

To realize the goal of building Xuan Loc into a modern-oriented economic, trade, service, tourism, and urban center of the province, the Xuan Loc Commune Party Organization has determined the need to focus on reviewing and proposing adjustments to relevant plans, and to organize the formulation and approval of the Xuan Loc urban planning in line with the overall development orientation of Dong Nai Province toward 2030, with a vision to 2050.

The commune will promote the driving role of the private economy, focusing on attracting investment in civilized and modern trade and service development. Gradually, integrated trade and service centers, restaurants, hotels, logistics facilities, and high value-added services such as finance–banking, transport, education and training, healthcare, science and technology will be formed. Local enterprises are encouraged to accelerate digital transformation, apply e-commerce and digital platforms in governance, production, and business, expand markets, and participate more deeply in domestic and global value chains.

At the same time, efforts will be made to build an open and transparent investment and business environment, creating favorable conditions for the private economy to play a central role in investment, exploitation, and tourism development. Priority will be given to attracting investment and implementing key projects such as the Chua Chan Mountain eco-tourism and resort complex and the Nui Le Lake urban area, with a total area of approximately 1,452 hectares, oriented toward development under a high-quality eco–spiritual–resort model associated with trade, services, and urban development.

Vice Chairman of the People’s Council of Xuan Loc Commune Dinh Van Binh proposed that tourism and services, identified as important economic sectors, present opportunities for Xuan Loc to accelerate and make breakthroughs in the coming period. Relevant levels and sectors need to create favorable conditions to attract investors and speed up project implementation so that projects can soon come into operation. This will help create jobs, promote the development of trade and services, and make significant contributions to the economic growth of the commune and the province.

For each cadre and Party member, it is necessary to enhance a sense of responsibility, be proactive and creative, dare to think and dare to act for the common good. Every year, the Commune Party Committee should organize training and provide knowledge and skills updates on tourism to promote and introduce the land and people of Xuan Loc as dynamic, friendly, and compassionate, meeting development requirements in the new period.
