Three major chemical plants in Bien Hoa 1 Industrial Park accelerate relocation

On December 30, the Southern Basic Chemicals Joint Stock Company announced that, in line with the provincial People's Committee policy on transforming Bien Hoa 1 Industrial Park into an urban, commercial, and service area associated with environmental improvement, the company is actively dismantling and relocating its factories and handing over cleared land.

In a report sent on December 29 to the provincial People's Committee and the Land Fund Development Centre, the company stated that it fully agreed with, supports, and strictly complies with the policy on land recovery and functional conversion of Bien Hoa 1 Industrial Park. The proactive relocation demonstrates the company’s sense of responsibility, consensus, and close coordination with the local development orientation.

Over the past period, the Southern Basic Chemicals Joint Stock Company has actively coordinated with relevant departments, sectors, and local authorities to gradually implement preparatory work for the relocation of all three factories currently operating in Bien Hoa 1 Industrial Park, namely Tan Binh 2 Chemical Plant, Dong Nai Chemical Plant, and Bien Hoa Chemical Plant.

However, the implementation process has encountered numerous difficulties, including obstacles related to planning procedures and environmental conditions required for approval to lease land at Nhon Trach VI Industrial Park, a lack of synchronisation between land use planning and construction planning during the preparation and approval of the 1/500 detailed planning scheme, along with several other objective factors that have disrupted the investment schedule.

Notably, these chemical plants are large-scale and technically complex, with extensive systems of workshops, machinery, equipment, storage tanks, technological pipelines, electrical and control systems, and auxiliary facilities. These are chemical production lines that require extremely strict procedures for dismantling, transportation and reinstallation, ensuring absolute safety for personnel, fire prevention and environmental protection. Therefore, relocation must be carried out in stages, based on detailed technical plans, and cannot be implemented simultaneously within a short timeframe.

After sustained efforts, on September 24, 2025, the Southern Basic Chemicals Joint Stock Company officially commenced construction of the Nhon Trach Chemical Plant at Nhon Trach VI Industrial Park. This newly built project plays a particularly important role, as it is intended to accommodate the entire production activities of the three plants relocated from Bien Hoa 1 Industrial Park.

The enterprise is working closely with contractors to mobilise maximum resources and organise accelerated construction in order to complete the project as soon as possible, fully meeting technical, safety, and environmental protection requirements. However, as a state capital enterprise, the entire investment and construction process must strictly comply with legal regulations on construction and bidding, resulting in slower implementation than the province's expectations.

The enterprise has been committed to making every effort to shorten the timeline. Specifically, it plans to complete the dismantling and handover of the Dong Nai Chemical Plant (Road No. 1) and Tan Binh 2 Chemical Plant (Road No. 5) by the end of March 2026; for the Bien Hoa Chemical Plant (Road No. 5), dismantling and site handover will be carried out in two phases, scheduled for early May 2026 and early June 2026, respectively. Once the entire relocation process is completed, the enterprise will hand over the cleared land to provincial authorities for implementation of the approved scheme.
