On December 12, the 1st Congress of the Dong Nai Provincial Farmers’ Association for the 2025–2030 term was held, with the participation of 300 delegates representing more than 192,000 officials, members, and farmers across the province.

The congress was attended by comrades: Phan Nhu Nguyen, Alternate Member of the Party Central Committee and Standing Vice Chairman of the Central Executive Committee of Vietnam Farmers' Association; Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Dong Nai Provincial Vietnam Fatherland Front Committee; Nguyen Tuan Anh, Member of the Provincial Party Standing Committee and Director of the Department of Agriculture and Environment; Ha Anh Dung, Member of the Provincial Party Standing Committee and Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee; Nguyen Thi Hoang, Member of the Provincial Party Committee and Vice Chairwoman of the Provincial People's Committee; along with leaders of various departments, agencies, and localities.
The congress discussed and approved several key items, including: the Report of the Executive Committee of the 10th Provincial Farmers' Association regarding its performance and the farmers' movement for the 2023–2025 period, as well as the goals and directions for the 2025–2030 term; the draft resolution of the 1st Congress of the Dong Nai Farmers’ Association for the 2025–2030 term; and contributions to the draft documents for the 9th National Congress of the Vietnam Farmers' Association (2026–2031) and the amended and supplemented Charter of the Vietnam Farmers' Association.

Phan Nhu Nguyen, Alternate Member of the Party Central Committee and Standing Vice Chairman of the Central Executive Committee of Vietnam Farmers' Association, highly commended the the proactive efforts and dedication of the officials and farmers in Dong Nai Farmers’ Association. He noted that the provincial association’s activities and farmers' movements have achieved significant results, making positive contributions to local socio-economic development as well as the national farmers' movements. Furthermore, the consolidation and restructuring of the association’s organization and personnel following the merger were implemented promptly, ensuring continuity and stability.

Agreeing with the assessments, forecasts, and the objectives, orientations, tasks, and solutions for the 2025–2030 term outlined in the political report presented at the congress, Phan Nhu Nguyen expressed his hope that the farmers’ associations at all levels in Dong Nai would continue to consolidate their organizational structures and develop operational mechanisms in line with the new model. He emphasized the importance of training and capacity building for officials, especially key leaders at all levels, to ensure they meet professional and technical standards.
The farmers’ associations at all levels should actively innovate their propaganda and mobilization work among members and farmers, linking it with practical activities and movements to create high consensus among farmer members. Focus should be placed on supporting members in developing cooperative economic models, startups, and innovative initiatives, accelerating the transition toward organic and high-tech agriculture, and value-chain-based production integrated with traceability and e-commerce to expand markets. In addition, the farmers should be guided to adopt production models that adapt to climate change and reduce emissions, while further promoting the core role of farmers in building new rural areas.

In her directive speech at the congress, Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of the province, on behalf of the provincial leadership, highly praised and acknowledged the achievements and results attained by the farmers’ associations at all levels through their movements and action programs during the past term.

Huynh Thi Hang emphasized that one of the province's key tasks for the next five years is the restructuring of agriculture associated with the building of new-style, modern rural areas. She requested that Farmers' Associations at all levels continue to thoroughly grasp the Party's resolutions on agriculture, farmers, and rural areas, as well as crucial resolutions from the central and provincial levels for the new development phase. It is essential to link the implementation of these resolutions on agriculture, farmers, and rural areas with the province's planning schemes, especially the land use planning and the planning for high-tech agricultural development."

On that basis, the Farmers’ Association must be specific in its communication efforts, actively mobilizing members and farmers to participate in the province’s socio-economic development and translating these efforts into concrete action programs. The Association must truly serve as a bridge, enabling the farmers to engage in the formulation and implementation of major and important agricultural policies in practice. This approach helps local farmers enhance their adaptability in the integration and development process. Additionally, the Farmers’ Association should consolidate and streamline its organizational structure to ensure effective and efficient operations, aligned with the two-tier local government model.

The Farmers’ Associations at all levels continue to focus on developing a contingent of officials with strong ethics, competence, credibility, innovative thinking, and the ability to mobilize farmers in the context of a digital and market-based economy. Emphasis is placed on training and building the capacity of association officials at all levels, especially key leaders, ensuring they possess the qualities, skills, and credibility required to meet new demands and responsibilities.

It is recommended to continue innovating communication efforts, promoting digital transformation and production linkages, and strongly applying information technology and digital solutions in both agricultural production and association activities. Members’ awareness should be raised regarding safe, ecological, organic, and high-tech agriculture linked to environmental protection.
The “Farmers Competing for Excellence in Production and Business” movement should be promoted, emphasizing the application of digital technology and contract farming in the production, preservation, and consumption of agricultural products, especially those aimed at export markets, bringing high value to products. Initiatives and successful models all stem from practice; therefore, the Farmers’ Association’s role is to identify, widely disseminate, and leverage the key role of farmers in shifting from traditional small-scale production to large-scale commodity production.

Given the decreasing area of agricultural land, the need for adaptation, creativity, and cooperation, as emphasized by the congress’s guiding principles, must be concretely implemented at all levels of the association and within the farmers’ movements. Focus should be placed on developing effective solutions for cooperative economic models and new-style cooperatives; linking agricultural production with industry, services, and tourism; and prioritizing the concept of “Green Rural Livelihoods - Digital Agriculture - Value Chains.” Farmers should be supported in accessing market information, preferential capital, science and technology, and digital transformation, as well as in building agricultural product brands, promoting products for export, and encouraging the development of multi-value models. Enhanced coordination among departments, agencies, and units is expected to make agricultural and rural development increasingly effective.

The farmers’ associations at all levels need to grasp public opinion and understand the concerns of farmers, what they desire, what they need, and what they are capable of achieving. They should coordinate with authorities at all levels to promptly resolve obstacles, ensuring farmers’ legal and legitimate rights and interests. Efforts should be strengthened in patriotic emulation movements and farmers’ and rural emulation movements; the supervisory and critical roles of the farmers’ associations should be promoted; and the associations should actively participate in national target programs and coordinate in proposing policies related to agriculture, farmers, and rural areas. Additionally, the farmers’ associations at all levels should take an active role in ensuring rural security so that farmers can live and work in a safe environment.
