Dong Nai fully meets all targets for social insurance and health insurance

On December 26, the Dong Nai Provincial Social Insurance Agency organized a conference to review the implementation of social insurance, health insurance, and unemployment insurance in 2025.

In 2025, under the close leadership and direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and Vietnam Social Security, as well as with the coordinated involvement of the entire political system, the Dong Nai Provincial Social Insurance Agency effectively implemented a range of solutions. It comprehensively achieved key social security targets, thereby helping to safeguard the rights and interests of workers and the public.

As of now, the total number of participants in social insurance, health insurance, and unemployment insurance across the province has exceeded 4.2 million, representing an increase of more than 188,000 since the beginning of 2024. Among the total, over 4.2 million people are covered by health insurance, accounting for 95% of the population. More than 1 million people are enrolled in compulsory social insurance, while voluntary social insurance covers nearly 72,000 people. Over 1 million people are participating in unemployment insurance.

The collection of social insurance, health insurance, and unemployment insurance contributions continued to be implemented in a decisive and coordinated manner. The total revenue of the sector is estimated at over VND 34.2 trillion, exceeding 100% of the target assigned by the Vietnam Social Security. The rate of late payment of contributions has been kept under control at a low level, accounting for 1.39% of the total amount due, which is lower than the planned target.

At the same time, the settlement and payment of social insurance, unemployment insurance, and health insurance benefits were carried out promptly and in compliance with regulations, ensuring the rights of participants. In 2025, the Dong Nai Provincial Social Insurance Agency settled and paid benefits to more than 1.75 million beneficiaries of social insurance and unemployment insurance, with a total amount exceeding VND 8.2 trillion, while also covering health insurance, medical examination, and treatment costs for over 10.6 million visits, totaling more than VND 5 trillion. The payment of pensions and social insurance allowances through non-cash methods continued to be promoted, reaching 85% in urban areas.  

The management of funds, health insurance assessment, and inspection and supervision activities were strengthened. During the year, the provincial social insurance agency conducted inspections and examinations at 218 units, uncovering and handling numerous violations and recovering billions of dong for the social insurance, health insurance, and unemployment insurance funds, thereby helping to prevent and deter policy abuse.

Administrative reform and digital transformation continued to be highlights of the sector’s operations. Most administrative procedures were carried out in an electronic environment, while insurance data were connected and integrated with the national population database, facilitating convenience for citizens and businesses. The data synchronization rate exceeded 99.6%, and millions of people used citizen identification cards and electronic identification applications in place of paper health insurance cards when seeking medical examination and treatment.

Communication and dissemination of social insurance and health insurance policies were carried out diversely and effectively, contributing to greater public awareness and consensus. Survey results indicate that the overall satisfaction rate of residents with the services provided by the Dong Nai Social Security Office has exceeded 87%.

In his concluding remarks at the conference, Pham Minh Thanh, Director of the Dong Nai Provincial Social Insurance Agency, highly appreciated the results achieved by its affiliated units. He also called on insurance sector officials and employees to continue building on these achievements, constantly renewing their spirit and service attitude to achieve greater satisfaction of citizens and businesses, simplify administrative procedures, and actively apply digital technology in the performance of their duties.

In 2026, the Dong Nai Provincial Social Insurance Agency aims to raise health insurance coverage to 96% and increase the proportion of workers participating in social insurance to 53%, while continuing to effectively pursue the goal of “leaving no one behind” within the province’s social security system.

On this occasion, one individual from Dong Nai Social Insurance was awarded the Third-class Labour Order by the State President. Meanwhile, seven others received certificates of merit from the Prime Minister in recognition of their outstanding achievements, contributing to the cause of building socialism and safeguarding the Fatherland.
