All ASEAN member states are facing similar online threats such as cyber scams, digital fraud, and illegal online gambling, especially as major technology companies such as Meta and TikTok establish a strong presence in the region.

The Kuala Lumpur Declaration on more responsible use of social media is expected to be among the key documents adopted at the upcoming 47th ASEAN Summit, scheduled for October 26-28, according to Malaysian Minister of Communications Datuk Fahmi Fadzil.

Minister Fahmi said the draft Declaration had been discussed by ASEAN ministers responsible for information during their meeting in May 2024 in Bandar Seri Begawan, Brunei. During that meeting, most ministers agreed on the need for a unified regional strategy and concrete measures to address the growing challenges posed by social media.

He noted that despite differences in size and conditions, all ASEAN member states are facing similar online threats such as cyber scams, digital fraud, and illegal online gambling, especially as major technology companies such as Meta and TikTok establish a strong presence in the region. Following the upcoming Summit, ASEAN information ministers are expected to enhance coordination to develop more effective mechanisms for tackling cybersecurity challenges.

Regarding preparations for the Summit, Minister Fahmi reported that readiness had reached 85-90%, with completion expected by October 26. Technical works, including 5G network installation and bandwidth expansion, are being accelerated to ensure high-speed and stable connectivity for journalists and delegates.

On October 22, Minister Fahmi is scheduled to inspect facilities at the International Media Centre located at the Kuala Lumpur Convention Centre and provide updates on the overall progress. He also expressed delight that Timor-Leste will, for the first time, participate in the ASEAN Summit as the bloc’s 11th member, officially joining on October 26.

The initiative to promote the responsible use of social media is seen as a key ASEAN strategy for the coming period, aimed at strengthening information and communications cooperation, building a safe and healthy digital environment, and fostering solidarity within the ASEAN Community in the new era.
