Launching two social housing projects with nearly 3,300 units in Phuoc An commune

On the morning of September 27, in Phuoc An commune, Dong Nai province, Hanoi Construction Corporation - JSC held a groundbreaking ceremony for two social housing apartment projects to mark the 1st Congress of the Dong Nai Provincial Party Committee (2025-2030 tenure) and towards the 14th National Party Congress.

Attending the ceremony were Deputy Minister of Construction Bui Xuan Dung and Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Dong Nai Provincial People’s Committee.

Speaking at the ceremony, Dau Van Dien, Chairman of the Board of Directors of Hanoi Construction Corporation - JSC, stated that the development of social housing is a major policy of the Party and the Government, aimed at ensuring social welfare and improving the living conditions of workers and low-income earners. He noted that Dong Nai, as an industrial province with millions of laborers, faces an urgent demand for housing; therefore, the implementation of social housing projects carries particular significance.

This time, the corporation is concurrently implementing two projects in Phuoc An commune, Dong Nai province. The first project is a social housing apartment complex on a 3.7-hectare plot, consisting of nearly 1,500 units to house approximately 6,000 residents, featuring full amenities such as a kindergarten, playground, parking areas, and green spaces. The total investment exceeds 1.2 trillion VND, and completion is expected within 30 months.

The second project is a social housing apartment complex situated on a 2.1-hectare plot, consisting of approximately 1,800 units designed to house around 2,800 residents. It will include synchronized infrastructure, featuring a community living area, green spaces, and parking facilities. The total investment surpasses 1 trillion VND, with completion anticipated within 30 months.

According to Dau Van Dien, Chairman of the Board of Directors of Hanoi Construction Corporation - JSC, both projects are oriented to become model social housing complexes in Dong Nai, with the criteria of “reasonable cost - good quality - synchronized infrastructure.” The projects not only contribute to solving the housing needs of workers and laborers but also generate tens of thousands of working days and stable jobs for the construction workforce and various supporting industries.

Speaking at the groundbreaking ceremony for the two projects, Ho Van Ha, Vice Chairman of the Dong Nai Provincial People’s Committee, emphasized that developing social housing, particularly housing for workers and low-income laborers, is a major and consistent policy of the Party and the State, reflecting the deep humanitarian values of the political system toward the people. In line with this spirit, Dong Nai province has consistently identified this as one of the key and crucial political tasks in its socio-economic development plan.

In addition to these two projects, groundbreaking ceremonies for other social housing initiatives are concurrently taking place across the province. This undertaking serves as clear evidence of Dong Nai’s strong political commitment, together with the joint efforts and support of the business community, in realizing the goal of ensuring social welfare and improving people’s living standards.

The Provincial People's Committee leaders requested the investor and its joint ventures to speed up the implementation of procedures related to construction investment, environment, and fire prevention and fighting to facilitate the groundbreaking ceremony of the project in October 2025. Special emphasis should be placed on design quality, ensuring that the projects not only comply with technical standards but also achieve aesthetic harmony and environmental friendliness. Maximum concentration of resources, human resources and equipment should be mobilized to ensure scientific, safe construction, guaranteeing both technical and artistic quality while adhering to the committed schedule.

Simultaneously, the provincial departments, branches and sectors, along with the authorities of Phuoc An commune, are tasked with actively coordinating, supervising, and promptly addressing any arising obstacles, thereby creating the most favorable conditions for the timely completion of the projects.

Deputy Minister of Construction Bui Xuan Dung commended Dong Nai province for its commitment to developing social housing projects in the area. He also called on local authorities to actively address obstacles to ensure that the projects launched today can break ground soon, proceed smoothly, and be completed as scheduled. He further emphasized the need to continue reviewing land-use planning and prioritize allocating land in favorable locations, especially in areas with high demand for social housing.

The Deputy Minister particularly stressed that investors must prioritize resources while taking an active role in directing and supervising contractors to ensure construction quality and on-schedule progress. He added that social housing must be built to the same standards as commercial housing, and social housing development should go hand in hand with technical and social infrastructure to meet the essential needs of the people.
