High consensus on a major policy

The Gia Nghia - Chon Thanh section of the western North - South Expressway is one of the national key projects located in Dong Nai province. Once completed, the project will not only be significant for transportation but will also play an important role in fostering economic development, enhancing the country’s competitiveness, and improving people’s lives. Therefore, the project has received strong consensus from local people during its implementation.

“According to the project’s roadmap, by September 2025, 30% of the site will be handed over, 70% by December 2025, and 100% by April 2026. This is indeed a very challenging task, but we will make every effort to ensure progress is on schedule,” said Nguyen The Hai, Secretary of the Party Committee and Chairman of the People’s Council of Phuoc Son commune.

Public consensus

Economic value earned from cultivating rubber, cashew, pepper, coffee, and durian has long been the main source of income for thousands of households in the former Binh Phuoc province. However, since the Gia Nghia - Chon Thanh section of the western North - South Expressway has been announced and communicated, people have actively cooperated with local authorities and relevant agencies to carry out the project’s legal procedures, wishing for its early implementation and operation.

With more than 4 hectares of rubber in its fifth year of harvest - considered the most “productive” period - Ha Van Bong’s family (hamlet 7, Phuoc Son commune) was still willing to hand over land for site clearance.

“The project affects most of my family’s rubber area, but for the common goal, we are ready to hand over the land to the construction unit. Once the project is completed, the expressway will make travel more convenient, shorten time and distance, and create momentum for socio-economic development nationwide” Bong shared.

Tran Van Phuong, Chairman of the People’s Committee of Tho Son commune (Dong Nai province), said: To ensure the project’s implementation schedule, in addition to informing and propagating to affected residents and organizations about the project’s policy, cadastral mapping and site clearance boundary marking have been carried out urgently and seriously. This provides the basis for serving compensation, and supporting site clearance, and resettlement of the project.

To date, the project has completed nearly 100% workload of surveying, and staking of land plot boundaries between households, individuals, and organizations, and determining the clearance boundary for land recovery. Thanks to the attention and facilitation of local authorities, and especially the strong consensus of affected households, construction units have many favorable conditions.

Approval of the compensation plan in November 2025

The Gia Nghia - Chon Thanh section of the western North - South Expressway has a total length of 124.13km, including 101.03km running through Dong Nai province, with the remainder passing through Lam Dong province. The total investment of the project is 25,540 billion VND, including 10,536.5 billion VND from the central budget, 2,233.5 billion VND from the local budget, and 12,770 billion VND arranged by investors.

According to statistics, the project will pass through 10 communes of Dong Nai province and require clearance of about 1,028ha of land, affecting more than 2,150 households. As this is a national key project, the People’s Committee of Dong Nai province has requested departments, sectors, and localities along the expressway to accelerate the processing of related documents and procedures, especially site clearance work.

“Currently, the land fund development centers and localities have basically completed their issuance of land recovery notices, surveying and inventorying structures and crops for the implementation of the project. The determination of land prices and approval of compensation plans are being urgently implemented by localities, with the compensation, support, and resettlement plan for the project expected to be approved in November 2025.”

Deputy Director in charge of the Dong Nai Provincial Construction Investment Project Management Board, Dinh Tien Hai  said: The Gia Nghia - Chon Thanh section of the western North - South Expressway consists of 5 component projects. The Provincial Construction Investment Project Management Board was assigned by the People’s Committee of the province to act as the investor for Component Projects 3 and 5. In particular, the Component Project 5 covers compensation and resettlement support for the section traversing the former Binh Phuoc province. To date, the unit has completed the coordination with local authorities to organize community meetings to announce project information; fulfilled the work of mapping and setting boundary markers for site clearance according to the design documents approved by the People’s Committee of the province. The Provincial Construction Investment Project Management Board has handed over the completed work to the Land Fund Development Center branches in Bu Dang, Dong Phu, Chon Thanh, Dong Xoai, and local authorities where the project passes through, for implementing compensation, support, and resettlement work as prescribed.

The unit has also signed contracts to carry out compensation, support and resettlement work for the project with the local Land Fund Development Centers as directed by the provincial People’s Committee; completed procedures for signing contract appendices for conducting compensation, support, and resettlement activities for the project with the Land Fund Development Center branches after the merger of the two-level local authorities.
