On the morning of September 11, a supervisory delegation led by Huynh Ngoc Kim Mai, Head of the Culture and Social Affairs Committee of the Dong Nai Provincial People’s Council, conducted oversight of the implementation of policies and laws on social insurance and unemployment insurance at the Dong Nai Provincial Employment Service Center.
Also participating in the supervision were Nguyen Thi Minh Nham, Provincial Party Committee member and Editor-in-Chief of Dong Nai Newspaper and Radio, Television; Nguyen Thi Xuan Hoa, Provincial Party Committee member, Party Secretary, and Chairwoman of the People’s Council of Phu Rieng Commune; along with members of the Culture and Social Affairs Committee and representatives from relevant departments and agencies.

The Provincial Employment Service Center was established in 2010 and became operational in April 2013, after which it was placed under the management of Dong Nai province. Currently, the center is responsible for employment services, unemployment insurance, and labor supply within Dong Nai province.
In the first eight months of 2025, the center concentrated on effectively implementing unemployment benefits, job counseling support, job recommendation, and vocational training.
In the area of unemployment insurance, the center received over 283,000 administrative procedures, processing 39,423 out of 41,451 unemployment benefit claims, with total disbursements exceeding 1,275 billion VND. Additionally, it provided nearly 850 million VND in vocational training support for current beneficiaries of unemployment benefits.
The center currently faces challenges, including a lack of data connectivity with the provincial Social Security and commune- and ward-level offices, as well as a low rate of online application submissions. The center no longer offers vocational training functions, rendering it unable to provide on-site vocational training aligned with market demand. At present, the center's building occupies a fairly large area but has not yet fully utilized. Additionally, budget policies for the center following the provincial merger remain inconsistent, which has somewhat affected its employees’ morale.

Concluding the supervision session, Huynh Ngoc Kim Mai, Head of the Culture and Social Affairs Committee of the Dong Nai Provincial People’s Council, urged the professional agencies to advise the competent authorities on viable solutions that would allow the Employment Service Center to effectively implement policies concerning social insurance and unemployment insurance.
For the center, it is crucial to thoroughly implement social insurance and unemployment insurance policies and adopt measures to foster digital transformation, ensuring connectivity with relevant units to effectively tackle issues and safeguard workers’ rights while preventing policy exploitation.
Regarding the center’s recommendations and proposals, the head of the supervisory delegation, Huynh Ngoc Kim Mai, acknowledged them and requested that the relevant authorities review and propose specific measures to support the center in the upcoming period.
