On the morning of September 5, the Dong Nai Department of Agriculture and Environment held a ceremony to announce the decisions to dispatch cadres and public employees to commune and ward People’s Committees to support the implementation of tasks in the fields of agriculture and environment, under the new two-tier local government model.

The Dong Nai Department of Agriculture and Environment decided to dispatch 95 public employees from the Provincial Land Registration Office to commune and ward People’s Committees to assist the implementation of tasks in the fields of agriculture and environment. The assignment will run from September 8 until December 31, 2025.
Those assigned are responsible for helping local authorities handle administrative procedures in land management within the jurisdiction of commune- and ward-level People’s Committees; providing technical guidance and expertise in land management; as well as gathering and compiling local difficulties, obstacles, and recommendations related to agriculture and environment. These will be reported to the Rapid Response Task Force of the Department of Agriculture and Environment for timely solutions, contributing to more effective state management of agriculture and environment in the province.

Le Thanh Tuan, Director of the Provincial Land Registration Office, said those dispatched in this round are all qualified, experienced, and committed officials and public employees. The office will also appoint three staff members to directly monitor and support them. The office’s leaders and staff will make their best efforts and closely coordinate with local governments to fulfill their tasks.

Member of the Provincial Party Committee and Director of the Department of Agriculture and Environment Nguyen Tuan Anh added that since July 1, under the two-tier local government model, the department has already assigned 198 public employees to perform tasks at the Public Administration Service Centers of 95 wards and communes in the province. To further support the communes in terms of land, natural resources, and environmental management, this time, the department has assigned an additional 95 officials and public employees. In total, more than 280 provincial-level officials have now been deployed to the commune level.
The department's leaders believe these assigned officials and public employees will fully uphold their responsibilities, accompanying and supporting localities in stabilizing operations and ensuring smooth and effective apparatus. They are expected to coordinate in work handling on the principle that for any duties well understood, deeply grasped, and clearly defined in accordance with the law, they should confidently provide guidance to localities and businesses. They are also hoped to act as a “bridge” between communes/wards and the department, ensuring the common goal of the sector's tasks is resolved smoothly. They have to promptly report the obstacles and difficulties to the Rapid Response Task Force or department leadership as well, to ensure timely resolutions.

In addition, the officials are expected to promote self-awareness and work with discipline, comply with working hours, and follow local regulations. The Director of the Provincial Land Registration Office has also pledged to ensure favorable working conditions in terms of regimes, policies, welfare, and related benefits for deployed officials.
The Department of Agriculture and Environment affirmed it would always stand alongside its officials in the process of performing their duties. At the same time, the Department will coordinate with the leaders of the communes and wards to actively support and create the best conditions for the officers to successfully complete their assigned tasks.
