Xuan Duong Commune Party Congress:  Expectations for economic breakthroughs from Long Thanh Airport advantage

On the morning of August 9, the Party Committee of Xuan Duong Commune, Dong Nai Province solemnly held the 1st Congress of the Commune Party Committee for the 2025–2030 term.

Attending the congress were comrades: Tran Trung Nhan, Member of the Provincial Party Standing Committee and Chairman of the Provincial Party Inspection Commission; Le Thi Thai, Member of the Provincial Party Committee and Deputy Head of the Provincial Party Committee’s Commission for Propaganda and Mass Mobilization; Nguyen Thi Minh Nham, Member of the Provincial Party Committee and Editor-in-Chief of Dong Nai Newspaper, Radio and Television; leaders of departments, sectors, localities, Party committees, and the Provincial Party Office, along with 210 delegates representing 621 members of the commune Party Committee.

In his opening remarks at the congress, Party Secretary and Chairman of the People's Council of Xuan Duong Commune Le Hong Cuong emphasized that the Congress took place in a special context, as the two-tier local government model has just been stably operated. Xuan Duong Commune was established through the merger of three communes, including Xuan Duong, Thua Duc, and Cam Duong, with a total area of over 82 square kilometers. The congress identified this as a pivotal moment for the entire Xuan Duong Party Committee to promote innovation, solidarity, and responsibility, objectively and comprehensively reviewing the 2020–2025 term’s resolution implementation based on inherited achievements.

Overcoming difficulties due to objective conditions, Xuan Duong has made great efforts and strived with high determination, seizing every opportunity and advantage, showing unity, proactiveness, creativity, and decisiveness in leadership and direction, focusing on overcoming all difficulties, challenges to achieve comprehensive results and notable milestones.

The commune’s economy maintained solid growth, with average per capita income exceeding VND 90 million per year, an increase of over 20% compared to the start of the term.

In the agricultural sector, the commune has led in applying science and technology, forming large-scale, high-efficiency concentrated production models. Investment attraction in agriculture and rural areas has achieved many significant results, structure of the agricultural sector has shifted in the right direction, promoting clean, organic, and high-tech agriculture. Xuan Duong has met the criteria for advanced new-style rural communes, with a modern rural infrastructure, a clean and orderly environment, and model urban landscapes.

Education has seen remarkable achievements, with 9 out of 10 schools meeting national standards in the past five years. Social welfare is prioritized, with nearly 95% of residents covered by health insurance and the poverty rate reduced to 0.18%. Policies for those with meritorious service and disadvantaged groups have been implemented fully, promptly, and with compassion. National defense and security remain stable.

Addressing the congress, Member of the Provincial Party Standing Committee and Chairman of the Provincial Party Inspection Commission Tran Trung Nhan highly appreciated the achievements of the commune Party Committee during the past term. He also stressed the need to strengthen Party building and rectification, build a clean and strong political system, maintain unity within the Party and among the people, build an effective and people-oriented government, and focus on promoting science, technology, and apply digital transformation to operate the two-tier local government model effectively.

“The mission of digital transformation and economic breakthrough requires Xuan Duong to take the lead in implementing Politburo Resolution No. 57-NQ/TW on breakthrough in science, technology, innovation, and digital transformation. Digital transformation must be identified as a key and breakthrough task for achieving socio-economic goals, contributing to building a professional and modern public administration. In particular, the Xuan Duong commune Party Committee must capitalize on the major opportunity from Long Thanh International Airport to build precise and practical resolutions, focusing on training human resources and appropriate vocational training to meet labor demands when the airport comes into operation.”

Member of the Provincial Party Standing Committee and Chairman of the Provincial Party Inspection Commission Tran Trung Nhan expressed confidence that with the spirit of “Solidarity – Democracy – Discipline – Creativity”, Xuan Duong commune Party Committee, government, and people will strive to seize opportunities, overcome challenges, and successfully implement the congress’s resolutions, building a stronger Xuan Duong worthy of the trust of local cadres, party members and people.

The congress approved the targets, tasks and solutions for the 2025-2030 term. Key targets include: admitting at least 3% new Party members annually; over 90% of Party organizations and members completing their tasks well; 100% grassroots organizations of Fatherland Front and socio-political organizations rated good or higher; over 90% of agencies and units excelling in public mobilization; building at least one outstanding and effective “clever mass mobilization” model annually; by 2030, ensuring all government activities are commanded and controlled digitally; maintaining annual average state budget revenue growth of 5–10%; annual growth of total product value by 5–10%; average income per capita will increase by about 6.41% (equivalent to 120 million VND/person/year) by 2030, compared to 2025; and reducing the multidimensional poverty rate to below 0.3% by 2030.
