Attending the congress were the following comrades: Ha Anh Dung, Member of the Provincial Party Standing Committee and Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai Province; Tran Van Mi, Member of the Provincial Party Committee and Vice Chairman of the Dong Nai Provincial People’s Council; Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Dong Nai Provincial People’s Committee; Bui Thi Yen, Member of the Provincial Party Committee and Deputy Head of the Organization Commission of the Dong Nai Provincial Party Committee; Truong Thi Kim Hue, Member of the Provincial Party Committee and Director of the Department of Education and Training of Dong Nai Province; along with representatives of provincial departments, committees, sectors, and localities.
The first Tran Bien Ward Party Congress was attended by 250 delegates representing more than 7,400 party members of the entire ward Party Committee.

Tran Bien is the central ward and the most populous among the 95 communes and wards of Dong Nai Province, with nearly 200,000 residents. Tran Bien Ward was established through the merger of the administrative boundaries of six former wards of Bien Hoa City: Buu Long, Quang Vinh, Trung Dung, Thong Nhat, Hiep Hoa, and An Binh.
Speaking at the opening of the congress, Comrade Ho Van Nam, Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People’s Council of Tran Bien Ward, emphasized that despite facing numerous difficulties and challenges, with strong determination and great effort, the Party Committees of the former wards had focused their leadership and direction to achieve significant results across all sectors during the past term. Key socio-economic indicators met or exceeded the set targets, contributing to economic and social development, ensuring national defense and security, and improving the quality of life for the people.

Following its establishment, Tran Bien Ward has continued to receive increased investment in transportation and urban infrastructure projects, while also advancing its development orientation toward a digital economy and circular economy in connection with green growth.
Comrade Ho Van Nam emphasized that the First Party Congress of Tran Bien Ward holds historical significance for the Party Committee, government, armed forces, and people of the ward in the new era, as they continue to build and develop Tran Bien into a ward worthy of its role as the political, economic, cultural, scientific, and technological center of Dong Nai Province, meeting the trust and expectations of the people.
For the 2025–2030 term, the Tran Bien Ward Party Committee has set out 19 key targets and tasks across various sectors. Notably, it aims to develop Tran Bien Ward into a central urban area that is civilized, modern, and sustainably developed, advancing in step with Dong Nai Province and the entire nation as Vietnam enters a new era of national resurgence.
The Ward Party Congress identified 3 breakthroughs, namely: Promoting digital transformation, applying information technology, and innovation in the operations of agencies in the political system; focusing on completing general planning documents and projects, ensuring that 100% of the land area according to the ward's administrative boundaries is fully covered by planning functions; completing projects and works in the area and regional connectivity projects.

Attending and delivering a directive speech at the congress, Comrade Vu Hong Van, Secretary of the Provincial Party Committee and Head of the Dong Nai National Assembly Delegation, particularly emphasized that the First Party Congress of Tran Bien Ward is a historic milestone of special significance for the Party Committee, government, and people of the ward.
He noted that this congress is an opportunity for the Ward Party Committee to reflect on and evaluate the achievements and limitations in its leadership and governance over the past term; at the same time, to draw lessons and put forward clear, feasible orientations, goals, and solutions to guide Tran Bien Ward toward more appropriate and sustainable development in the coming period.

Provincial Party Secretary Vu Hong Van remarked that Tran Bien Ward is a land rich in historical significance and home to numerous valuable historical and cultural relics. It is also the central ward of the province, with substantial development potential, particularly in key areas such as urban development, administration, commerce and services, culture and tourism, and inter-regional transportation connectivity.
To successfully implement the goals and tasks outlined in the Resolution of the First Party Congress of Tran Bien Ward for the 2025–2030 term, on behalf of the Standing Committee of the Provincial Party Committee, Secretary Vu Hong Van called on the entire Tran Bien Ward Party Committee to focus on effectively carrying out several key tasks.
Specifically, he emphasized the need to continue thoroughly grasping, deeply internalizing, and resolutely implementing the consistent directive of General Secretary To Lam on “Solidarity - the truth of all times”; and to always regard the maintenance of internal unity as a fundamental principle and a top priority in Party building work.
He also urged further consolidation and promotion of the strength of great national unity, considering it the “source” and the “red thread” running throughout all efforts, ensuring that every guideline and policy of the Party and State is implemented thoroughly, consistently, and effectively, so as best to meet the legitimate needs and aspirations of the people.
The Provincial Party Secretary suggested: Each cadre and party member must always uphold the sense of self-criticism and criticism, and the sense of responsibility before the Party and the people. Continuously promote the vanguard, exemplary role, unify the will and action “unanimously above and below, smoothly across” throughout the entire political system.

Provincial Party Secretary Vu Hong Van noted: Currently, with the organization of activities in a new environment, a new apparatus, functions, and tasks assigned and strongly decentralized from the province to the communes and wards, the workload will be even greater. Along with that is the process of developing science, technology, and digital transformation strongly and rapidly in the whole society. Therefore, cadres and party members of the ward Party Committee must not work passively, but must be truly proactive, creative, quickly access information technology, have a comprehensive mindset, interdisciplinary understanding, can handle situations, work independently and must be flexible to make the fastest decisions to meet the requirements of practical work taking place every day, every hour at the grassroots level.

The Provincial Party Secretary assigned the Tran Bien Ward Party Committee, for the 2025–2030 term, the task of urgently translating the resolution into a highly specific implementation plan, with feasible projects and clearly defined responsibilities. The committee must focus on reviewing and developing a truly high-quality socio-economic and infrastructure development strategy with a long-term vision, aiming to build Tran Bien Ward into a worthy political, administrative, and economic center.
Efforts should be made to strengthen the mobilization of resources for development investment, especially from the non-state economic sector, and to accelerate infrastructure construction, particularly the investment in and upgrading of traffic routes that connect within the ward and link to key provincial and national transportation corridors. The committee must proactively review and integrate Tran Bien Ward’s development plan into the provincial planning framework to ensure harmonious and sustainable growth.
It is necessary to continue to strengthen state management, thoroughly resolve existing problems in planning, construction, land, resources, environment, and urban beautification management. In addition, it is essential to focus on leading the effective implementation of national defense and security tasks, with particular attention to building a strong and comprehensive armed force. The situation at the grassroots level must be proactively monitored and well managed to avoid passivity or surprises in any circumstance. Efforts should also be concentrated on developing Tran Bien Ward into a model of security, public order, and urban civility for the entire province.
