Vu Luong, Member of the Dong Nai City Party Committee, Secretary of the Bu Dang Commune Party Committee, Chairman of the Commune People's Council, announced on July 13 that the Standing Board of the Commune Party Committee had approved the allocation of local budget funds to purchase textbooks for school libraries under the commune’s administration to provide free textbooks for every student in the locality.

Under the plan, approximately VND 1.2 billion (about USD46,000) will be allocated from the 2026 education and vocational training budget to supply textbooks for 5,250 students attending 10 public schools across the commune. Distribution will be completed before the start of the 2026–2027 academic year.
Vu Luong described the initiative as a meaningful social welfare policy, particularly for Bu Dang, a remote area where many families face economic hardship. Ethnic minority residents account for 17.34% of the commune’s population. Meanwhile, 954 ethnic minority students from poor and near-poor households, including 603 primary school pupils and 347 lower secondary students, are expected to benefit directly from the program.
Providing free textbooks to students is also one of the commune's very concrete tasks within the 500-day-and-night special emulation campaign: "Solidarity - Discipline - Efficiency - Breakthrough, Building Dong Nai to Develop Civilized and Modern," launched by the Dong Nai City Party Committee.
Therefore, the locality resolved to implement the policy ahead of schedule rather than wait until the 2029-2030 school year, providing timely support to parents while further motivating students to begin the new school year with peace of mind and confidence.
With this decision, Bu Dang becomes the second locality in Dong Nai City to provide free textbooks across the entire commune. Earlier, on July 11, Dong Xoai Ward successfully secured 5,466 sets of textbooks for free distribution to all students from grades 1 through 10 in the ward.
