Dong Nai province is prioritizing multiple solutions to drive the digital transformation process from the grassroots up. Localities are being encouraged to implement innovative models and creative practices to enhance the overall effectiveness of digital integration.

Diverse communication solutions
Recently, localities across the province have focused on integrating communication campaigns with direct support for citizens to install and activate Electronic Identification (VNeID). Local community digital technology groups proactively coordinate with relevant units to guide cashless payments and issue personal digital signatures; propagate information security, identify fake news, harmful and toxic information, and online fraud schemes.
Le Dat Thanh Nhan, Secretary of Tam Phuoc Ward Youth Union, shared: The Ward Youth Union proactively brings movement activities online, strengthens communication through digital platforms, spreads positive information, and helps shape ideology and life values among union members and youth. At the same time, it thoroughly renovates its content and operating methods, using the movement's effectiveness and union members' maturity as the yardstick. A notable highlight in recent times is the many outstanding movement activities and models that have spread among union members, youth, and the public. Communications and the organization of movement activities are continually refreshed, with technology such as livestreams, short videos, and infographics applied to social media platforms to reach youth and the public quickly and effectively, helping spread the values the Youth Union brings to the community.
Pham Son Dien, Director of Dai Phuoc Commune Public Administration Service Center, said: The commune has replicated many models and information channels so that people and businesses can access online public services quickly and conveniently. In particular, the commune has piloted the use of AI (artificial intelligence) virtual assistants in administrative activities. This assistant will answer and provide detailed information on administrative procedures; guide people step-by-step on how to submit online applications, saving travel time; support legal information lookup, among others.
Furthermore, Dai Phuoc commune has implemented a program to present 4,500 keychains on online public services to locals. One side of each keychain features the QR code of the National Public Service Portal. The other side displays the QR code for the Zalo group that provides online support for the administrative procedures of Dai Phuoc commune, enabling people to look up information, ask questions, and track their applications anytime, anywhere, thereby cutting travel time and improving transparency and efficiency in handling administrative procedures.
In Binh Loc ward, communication work on digital transformation is regularly carried out by the locality through community digital technology groups, the public address system, the ward's website at https://binhloc.dongnai.gov.vn, the Binh Loc Ward Information Page fanpage, and Zalo (residential areas, agencies, units, among others).
Doan Kim Nhung (in Cap Rang neighborhood, Binh Loc ward) shared: "In recent times, communication work on digital utilities and online public services has been implemented regularly and diversely in the locality. I myself have also been enthusiastically supported and guided by the community digital technology group of the neighborhood in using cashless payment methods and essential digital utilities."
Taking actual effectiveness as a measure
In recent times, the province has organized extensive training programs to equip officials, civil servants, and public employees of commune and ward People's Committees and public non-business units, and community digital technology groups with the skills to operate new software under the 2-tier local government model. This undertaking includes many in-depth training programs.
Most recently, in December 2025, the Department of Science and Technology organized a training course to update participants on the national digital transformation program and Dong Nai province's digital transformation plan. The course focused on cultivating practical digital skills for specialized/semi-specialized IT officials (responsible for digital transformation) from 95 communes and wards, as well as officials and specialists from departments, agencies, and sectors within the province.
Speaking at the aforementioned training course, Nguyen Minh Quang, Deputy Director of the Provincial Department of Science and Technology, emphasized: "The conclusion of this training course also marks the beginning of a new process of action. As experts and officials responsible for digital transformation, I urge all participants, upon returning to their units, to boldly advise their unit leaders to immediately apply the knowledge gained to build or adjust their agency's digital transformation roadmap to suit practical conditions."
In December 2025, the Vietnam Fatherland Front (VFF) Committee of the province, the Provincial People's Committee, the Provincial Party Committee's Propaganda and Mass Mobilization Department, the Farmers' Union, the Women's Union, and the Dong Nai Youth Union signed a cooperation agreement to promote the Digital Literacy for All Movement. Speaking at the signing ceremony, Ha Anh Dung, Member of the Standing Committee of the Provincial Party Committee and Standing Vice Chairman of VFF Committee of the province, shared: "With a high sense of responsibility and strong political determination, I believe that the Digital Literacy for All Movement will create a new, widespread shift, making Dong Nai one of the pioneering localities nationwide in popularizing digital knowledge and skills for the people. Key contents of the movement include: launching the Digital Family - Digital Residential Area Movement, organizing the popularization of digital knowledge and skills in the community; linking the movement with the 'All People Unite to Build New-style Rural Areas and Civilized Urban Areas' campaign."
In 2026, Dong Nai has defined its guiding motto as: "Comprehensive digital transformation – Data as the foundation – Citizens and businesses as the center – Actual effectiveness as the measure."
