Dong Nai leads nation in new social housing projects in first two months of 2026

At the Dong Nai virtual site, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Dong Nai People’s Committee Nguyen Kim Long presided over the session.

According to the Ministry of Construction (MoC), localities nationwide have been tasked with completing about 158,700 social housing units in 2026. To date, 220 projects have been launched and are under construction with a total scale of nearly 215,000 units, reaching 135% of the assigned target.

In the first two months of the year, three projects were completed nationwide, delivering 544 units, while 28 new projects were launched with a combined scale of more than 20,900 units. Notably, Dong Nai led the country with four newly commenced projects totaling over 4,400 units.

In the coming time, the MoC requested People’s Committees of provinces and centrally-run cities to continue implementing tasks and solutions outlined in Government resolutions and directives, decisions and official dispatches issued by the Prime Minister. Localities were urged to promptly standardize and update housing and real estate market data to the national information system and database in accordance with regulations, while accelerating project implementation to meet 2026 targets.

At the same time, they were asked to urgently review, formulate and approve housing development programs and plans aligned with actual demand in the new period. Local budgets should be proactively allocated for compensation and site clearance to create clean land funds for social housing development, and regulations on reserving land for worker accommodation in industrial parks as well as allocating 20% of residential land in commercial housing and urban projects for social housing must be strictly enforced. Investors with available clean land, adequate infrastructure and sufficient financial capacity are encouraged to propose projects for consideration and investor designation.

In addition, local authorities were instructed to strengthen inspection and supervision to promptly rectify, prevent and strictly handle violations in the purchase, lease-purchase of social housing, real estate trading and brokerage activities. The early establishment of local housing funds was also emphasized to mobilize resources for investment, development and management of rental housing stock. Furthermore, difficulties and bottlenecks facing real estate and housing projects should continue to be reviewed and resolved in order to unlock investment resources, contribute to economic growth and help maintain political stability and social order.

Prime Minister Pham Minh Chinh underscored that the right to housing is a fundamental right of citizens, and that all people must have equal, transparent access to housing suitable to their income and in line with the country’s socio-economic development conditions, ensuring harmony among the interests of the State, citizens and businesses. Housing development, he stressed, must cover diverse segments, including commercial and social housing, while guaranteeing adequate, synchronized and inclusive infrastructure across all segments.

At the meeting, the Prime Minister called for continued consensus in mindset and concrete solutions to develop housing for low- and middle-income earners. Among key measures proposed were increasing land funds for reasonably priced commercial housing projects targeting middle-income groups; allocating preferential credit for such projects; and working to reduce real estate prices so that people in need can access housing on an equal basis.

According to Dong Nai Department of Construction, the province has been implementing Government resolutions as well as those of the Provincial Party Organization and People’s Council, aiming to complete at least 65,000 apartments by 2030, including more than 8,000 units in 2026.

During the first two months of the year, the province launched four projects with over 4,400 apartments, and about 1,000 units are expected to be completed by June 2026. In addition to newly launched projects, 14 projects are currently under construction across the province, with a total scale of more than 9,000 units. Dong Nai is also expediting the establishment of Dong Nai Housing Fund to further support social housing development.
