Planning boulevards for Bien Hoa urban area

Proposal to plan 3 boulevards

In early January 2026, the Provincial People's Committee convened a working session with the consulting unit responsible for drafting the Adjustment Plan for the Bien Hoa urban area through 2045 to review the project's implementation progress.

According to the draft plan presented to the Provincial People's Committee, the consulting unit proposed the development of three boulevards in the Bien Hoa urban area. These are considered key arterial roads, playing a crucial role in linking major economic hubs related to urban development, services, commerce, and industry within Bien Hoa and its surrounding localities.

The first proposed boulevard is Nguyen Ai Quoc Boulevard. The current Nguyen Ai Quoc Street is planned to undergo comprehensive investment, expanding to a road width of 55 meters with 10 lanes (including 6 main lanes and 4 service roads). It is expected to serve as a primary connector between core areas of Bien Hoa, such as Bien Hoa Airport, riverside tourism and service zones, new public service centers, and Ho Chi Minh City, while also linking to Tan Son Nhat Airport.

The second planned boulevard is the North-South Boulevard, which begins at Nguyen Ai Quoc Street and extends along the central axis to National Highway 1. From there, it follows Provincial Road 771 to connect Bien Hoa with the Long Thanh and Nhon Trach urban areas. The North-South Boulevard is proposed to have a width of 60 to 70 meters and comprise 10 lanes (6 main lanes and 4 service roads).

The third proposed boulevard is the East-West Boulevard, with a planned width ranging from 45 to 60 meters and featuring 8 to 10 lanes. Once completed, the East-West Boulevard will facilitate regional connectivity between the Bien Hoa urban area, the former Thu Duc City area in Ho Chi Minh City, and the Trang Bom urban area in Dong Nai province.

Solving the problem of "many vehicles, small roads"

In 2016, the former Bien Hoa City was officially recognized as a type I urban area directly under the province. However, many years later, the Bien Hoa urban area still "owed" some criteria of a type I urban area. In particular, traffic jams and congestion in the Bien Hoa urban area are on the rise.

As an urban area with a long history, most of the roads, including the main arterial roads of the Bien Hoa urban area, are small in scale. This situation, coupled with the rapid population growth rate and large population size, has made transport infrastructure one of the "bottlenecks" in the development of the Bien Hoa urban area.

Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, Ho Van Ha, assessed that the current gateway roads of the Bien Hoa urban area, such as Bui Van Hoa Street and Nguyen Ai Quoc Street, are too narrow to meet the development needs.

According to the draft Overall adjustment plan for Bien Hoa urban area until 2045, the planning scope includes 10 wards (including the entire administrative boundaries of 7 wards: Bien Hoa, Tam Hiep, Long Binh, Tran Bien, Long Hung, Phuoc Tan, Tam Phuoc and a part of the area of 3 wards: Tan Trieu, Trang Dai, Ho Nai) with a total area of over 26,300 hectares.

In this context, the planning of boulevards for the Bien Hoa urban area not only aims to connect economic focal points and link Bien Hoa with neighboring localities, but also serves as a solution to address traffic jams and congestion in the central urban area.

Vice Chairman of Bien Hoa Ward People's Committee, Dong Nai province, Truong Vinh Hiep said: The consulting unit's proposal to form Nguyen Ai Quoc Boulevard is generally necessary. For Nguyen Ai Quoc Street, only the section passing through Tran Bien ward has been widened to 8 lanes. Meanwhile, the remaining sections are small in scale, with a road width of only about 12m. Therefore, traffic jams and congestion frequently occur. For Bien Hoa ward, if the construction of Nguyen Ai Quoc Street is upgraded to an avenue, land clearance will be relatively convenient. This initiative is made possible because the road's right-of-way through the ward does not require large construction projects.

At a recent working session with the consulting unit on the Overall Adjustment Plan for the Bien Hoa urban area through 2045, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Van Ut agreed on the necessity of the proposal to develop new boulevards for the Bien Hoa urban area. He requested that relevant agencies coordinate with the consulting unit to review and further assess inter-regional transport connectivity plans for Bien Hoa. Specifically, this includes connections between Bien Hoa and other localities in the province, as well as Long Thanh International Airport and Ho Chi Minh City.
