Management of 95 health stations to be transferred to commune- and ward-level People’s Committees from January 1, 2026

On the morning of December 31, the Dong Nai Department of Health held a conference on the transfer of management of commune- and ward-level health stations from regional health centers to commune- and ward-level People’s Committees. Do Thi Nguyen, Director of the Dong Nai Department of Health said that: with a strong sense of urgency and responsibility, after nearly two weeks of focused and intensive management, the Department of Health had coordinated with relevant units to advise the provincial People’s Committee to issue Decision No. 3381/QD-UBND dated December 30, 2025, approving the scheme for transferring the management of health stations from regional health centers to commune- and ward-level People’s Committees; Decision No. 3382/QD-UBND dated December 30, 2025, on transferring the management of health stations from regional health centers under the Dong Nai Department of Health  to commune- and ward-level People’s Committees; and 95 decisions on the reassignment of public employees to commune- and ward-level People’s Committees for assignment and placement.

Completing the transfer of health stations marks an important milestone in the consolidation of the organizational apparatus of the grassroots healthcare system, in line with central and provincial great policies, reflecting the province’s strong political commitment to reorganizing the administrative apparatus under the two-tier local government model. The objective is to enhance the effectiveness and efficiency of state management, strengthen the role of grassroots government, and ensure sustainable delivery of primary healthcare to the population.

The transfer is being implemented in two phases, following the principle of “full transfer without disruption,” ensuring that healthcare service delivery is not interrupted. Phase 1 is scheduled to be completed before January 1, 2026. Phase 2 will continue with the transfer of remaining functions, duties, assets, and preventive health personnel, with completion expected no later than December 31, 2026.

In terms of personnel, during Phase 1, the health sector will transfer 2,395 civil servants and employees to commune-level People’s Committees for assignment to local health stations. Phase 2 will involve the transfer of more than 522 remaining preventive health staff from regional medical centers, along with other personnel from regional medical centers and healthcare facilities, to commune-level People’s Committees for assignment and placement at health stations.

After the transfer, commune- and ward-level health stations will operate as public healthcare service units under the direct authority of commune-level People’s Committees, with their own legal status, seals, and accounts. They will be placed under the comprehensive management of local government while continuing to receive professional guidance and support from the health sector. Medical examination and treatment, disease prevention, and primary healthcare services for residents will continue without interruption.

Delivering his directive speech, Le Truong Son, Member of the Provincial Party Standing Committee and Vice Chairman of the Dong Nai Provincial People’s Committee praised the achievements of the Dong Nai provincial health sector over the past year, noting that despite numerous difficulties and challenges, the sector had met and exceeded its targets thanks to a high level of determination.

The transfer of the management of health stations to commune-level People’s Committee is not merely an administrative change but a move to place grassroots healthcare in its proper position under grassroots government that are closest to the people and most attuned to their needs. At the same time, strengthening the responsibility of commune- and ward-level governments for public health and enabling healthcare services to be better integrated with population management, social welfare, and disease prevention at the grassroots level.

The provincial leader emphasized that the consistent spirit of the transfer is to ensure that the operations of health stations are not disrupted and that residents’ rights to medical examination and treatment, especially with health insurance, are not affected. In terms of medical professionalism, the health sector will continue to exercise unified management and guidance.

For 2026, Vice Chairman of the Dong Nai Provincial People’s Committee Le Truong Son called on the health sector to further consolidate grassroots healthcare in accordance with the spirit of the Politburo’s Resolution 72 on breakthrough measures to strengthen the protection, care, and improvement of public health; accelerate digital transformation in healthcare down to the commune level; ensure adequate financing and policies for grassroots healthcare; build a competent and ethically grounded health workforce close to the people; and continue investing in improving the quality of medical services at other healthcare facilities throughout the province.
