Under Plan No. 22/KH-UBND issued on January 19, the Dong Nai Provincial People’s Committee requests agencies, units, and local authorities to seriously and effectively implement the guidelines and directions of Party General Secretary To Lam as stated in Notice No. 466-TB/VPTW regarding policies for people with meritorious contribution to the revolution, as well as the search for, gathering, and identification of martyrs’ remains with incomplete information.
The Provincial People’s Committee requests effective implementation of state management over affairs related to revolutionary contributors; timely settlement of preferential regimes and policies in accordance with regulations; and proper implementation of convalescence, care, and support policies to ensure accuracy and timeliness. Relevant agencies are tasked with reviewing and advising on proposals for the repair and construction of housing for people with meritorious contribution to the revolution. The restoration, preservation, and upgrading of memorial works for martyrs must be implemented to turn them into ‘red addresses’ for educating about revolutionary traditions. Prolonged files must be reviewed and resolved, ensuring that no complicated complaints arise. State budget allocations will be combined with strengthened mobilization and diversification of social resources, while clearly assigning responsibility to Party committees and local authorities for mobilizing, managing, and effectively utilizing resources for the implementation of preferential policies for people with meritorious service to the revolution.
Inspection and supervision of the implementation of policies for people with meritorious service at the local level must be strengthened, with timely consultation and handling in accordance with legal regulations. At the same time, efforts will focus on reviewing, updating, and completing databases on martyrs and martyrs’ graves. The search for and gathering of martyrs’ remains both domestically and abroad will be carried out. The Provincial People’s Committee asks to develop projects and accelerate bomb and mine clearance, as well as the search for and collection of martyrs’ remains, particularly in key areas, with the aim of basically completing the collection mission before the 80th anniversary of the War Invalids and Martyrs’ Day (July 27, 1947 - 2027).
