Pham Minh Thanh, Director of the Dong Nai Provincial Social Insurance Agency, stated that with the hope of receiving the joint support and contributions of the community to take care of the people and to spread the state’s social welfare policies, the Dong Nai Provincial Social Insurance Agency launched a program at the end of 2025 to give health insurance cards to people in difficult circumstances. The program quickly attracted participation from organizations, individuals, and businesses both within and outside the province. To date, the agency has received nearly 800 million VND in contributions, equivalent to almost 1,400 health insurance cards and 30 social insurance books.
During the program, leaders from the Dong Nai Provincial Social Insurance Agency, along with representatives from local banks and hospitals, presented health insurance cards to residents facing difficult circumstances. The initiative reflects the Vietnamese spirit of mutual love, symbolized by the saying “the intact leaves protect the tattered ones”.
Leaders from the Dong Nai Provincial Social Insurance Agency expressed hope that, although modest, these health insurance cards will serve as a source of encouragement and help ease the financial burden of medical expenses for people facing difficult circumstances in the event of illness or health-related risks.

Representing the benefactors at the program, Tran Van Thanh, Deputy Director of the Bank for Investment and Development of Vietnam (BIDV) – Dong Nai Branch (BIDV Dong Nai), said that recognizing the critical role of health insurance and social insurance policies in the national social welfare system in general, and in the province in particular, BIDV Dong Nai has, for many years, partnered with the provincial Social Insurance Agency in collecting and disbursing social insurance, health insurance, and unemployment insurance, as well as paying pensions and social insurance benefits to residents in the locality. This collaboration helps ensure that the social welfare policies of the Party and the State reach the right people at the right time, transparently and conveniently, leaving no one behind.
In response to the call from the Dong Nai Provincial Social Insurance Agency, BIDV Dong Nai contributed 50 million VND to support health insurance cards for 79 residents facing difficult circumstances. This initiative demonstrates BIDV’s commitment to social responsibility and aims to help residents in the locality welcome the 2026 Lunar New Year (the Year of the Horse) with joy and peace of mind.
