Close coordination in implementing Project on investment and comprehensive development of the quality of teaching and learning in 8 border communes

On the morning of January 17, Le Truong Son, Member of the Dong Nai Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee, held a working session to review the implementation of the Project on investment and comprehensive development of the quality of teaching and learning in eight border communes, namely Loc Thanh, Loc Tan, Loc Thanh, Tan Tien, Thien Hung, Hung Phuoc, Dak O, Bu Gia Map, until 2030, with a vision toward 2045.

According to the Department of Education and Training's report, immediately after the project was approved, the department and the eight border communes, in accordance with their assigned functions and duties, developed plans to ensure the timely, coordinated, and effective implementation of the project’s contents. At the same time, specific tasks were assigned, and responsibilities clearly defined to ensure close coordination and unified implementation throughout the implementation process.

In 2025, the Provincial People's Committee allocated a career funding source of 99.32 billion VND to 5 communes for their additional construction of 8 schools. Specifically, in Loc Thanh commune, construction already started on the Loc Thien Primary and Secondary School, while its Loc Thanh Primary and Secondary School is in the preparation phase for investment. The total funding for these two schools is 28.95 billion VND. In Loc Tan Commune, construction already began on both Loc Tan A Primary School and Loc Tan B Primary School, with a total investment of 22.91 billion VND.

Meanwhile, Thien Hung commune has two schools under the project, with construction underway at Thien Hung A Primary School, and contractor selection in progress for Thanh Binh B Primary School. The total investment for these schools is 25.3 billion VND. In Tan Tien commune, construction commenced on Tan Thanh A Primary School, with an investment of 11.42 billion VND. Dak O commune has Dak O Secondary School, where construction commenced with an investment of 10.74 billion VND.

However, the three communes of Bu Gia Map, Hung Phuoc, and Loc Thanh have not yet allocated investment funds for construction in 2025.

Among the 53 educational facilities being built under the project, there are 17 kindergartens, 35 general education schools, and 1 vocational education and continuing education center. In 2025, 10 schools were built, including 9 combined Primary and Secondary Schools and 1 kindergarten.

Currently, the Department of Education and Training is coordinating with the People's Committees of the communes and their affiliated units to compile the list of construction projects for 2026. The report will be submitted to the Department of Finance for review and to request funding from the Provincial People's Committee.

After hearing the reports and feedback from the units, Le Truong Son, Vice Chairman of the Provincial People's Committee, requested that, immediately after the meeting, relevant departments and sectors collaborate with the communes to review and propose the allocation of funds for land clearance of 5 hectares and adjust the investment capital to complete the construction of Loc Thinh Primary and Secondary School.

For land clearance funding, communes must refer to the land price list issued by the Provincial People’s Council to propose appropriate and legally compliant land clearance budgets.

Regarding the provision of lunch for primary and secondary school students in the border communes, the Department of Education and Training and the communes must coordinate closely, review, and advise the Provincial People's Committee on the implementation of this initiative. Additionally, the Department of Education and Training is tasked with collaborating with Bu Gia Map commune and Dak Mai Secondary and High School to review and propose funding arrangements to commence construction before September 2, 2026.
