Building smart, green and livable urban areas

Dong Nai province has been making great efforts in building and developing smart and green urban areas, aiming to develop livable urban areas with many amenities in the future.

The province focuses on investing resources in industrial park infrastructure and transportation, effectively promoting its role of regional connectivity. In parallel, it plans to build smart, green, clean, beautiful, and modern urban areas, linking economic development with environmental protection.

Focusing on developing green urban areas with many amenities

The administrative center and new urban area of Phuoc Long town (formerly), Phuoc Binh ward now, Dong Nai province, has a total area of 105 hectares, with an investment of 993.8 billion VND; it holds a central position in the socio-economic development of the Northeast region of Dong Nai province. The project is fully equipped with underground technical infrastructure and a complete social infrastructure system invested according to the approved plan. In particular, the 12.7-hectare administrative center has realized the goal of overcoming dispersion, creating a formal, modern working area for Party agencies, government, mass organizations, and specialized departments. Especially, in front of the working areas is 6-1 Square, planned and built with miniatures, trees, flower beds, lawns, public welfare works, cultural parks, regulating lakes, and many other auxiliary items combined with spacious and airy transportation systems. This is not only an ideal space for the locality to organize cultural, artistic, sports events but also a place for people to visit, experience, and relax.

The new urban area project has more than 1,300 land plots, and to date, the occupancy rate is over 50% with a synchronously invested, smart, and modern technical infrastructure system, attracting thousands of people to live and more than 300 businesses to invest in various types of services. Especially, in the area, there is Dak Ton Lake with an area of 12 hectares, which not only ensures irrigation water but also helps regulate the climate in the area. All these factors have created a smart, green, and livable urban area.

Nguyen Thanh Son, Vice Chairman of Phuoc Binh Ward People's Committee, shared: The administrative center and new urban area of Phuoc Long town, when handed over to Phuoc Binh ward for management, all works and items continued to operate smoothly and seamlessly. Especially, the system of trees, ornamental plants, flower beds, and lawns is regularly cared for and trimmed to ensure urban aesthetics; works and items are strictly controlled, ensuring continuous development in accordance with the development orientation in the Dong Nai provincial plan after merger, serving as a legal corridor to implement projects in compliance with regulations.

In Binh Phuoc ward, the Cat Tuong - Phu Hung Project impresses with its large area of over 92 hectares, creating a well-planned urban space. The construction density is estimated at only about 52%, with the remaining 48% of the area dedicated to green parks, landscapes, and community facilities, to maximize the living and relaxation needs of residents. This ratio creates sustainable development and brings a fresh living environment close to nature. In addition to benefiting from green spaces, residents here enjoy many amenities such as: wonder park, entertainment and sports area, Phu Thien Kim night market…

Phan Thi Hien (residing in Tien Hung 6 residential area, Binh Phuoc ward) said that after considering many places, she decided to choose Cat Tuong - Phu Hung urban area as her long-term residence. Because the urban area is well-planned with full amenities, clean and airy roads, and parks and playgrounds for the whole family to exercise and play, industrial parks provide employment, business, and trade opportunities.

Moving towards a smart city associated with green transformation

Building a smart city in the context of strong digital transformation associated with green transformation, as it is today, is one of the solutions to help Dong Nai soon become a modern industrial province. Dong Nai has many foundations and prerequisites for developing smart urban and city models, and also implements green, environmentally friendly urban models.

Dr. Tran Quy, Director of the Vietnam Institute for Digital Economy Development, said: Dong Nai can orient, refer to, and implement projects and models that promote the digital economy associated with green growth, including models for smart cities and energy management, high-tech agriculture, green logistics, digitized and greened industries...

Huynh Luong Huy Thong, Director of the Digital Data Center of VNPT Group, shared: To develop a smart city, in the coming time, Dong Nai needs to focus on breakthrough tasks. In particular, the locality needs to focus on building smart industrial parks, managing infrastructure - energy - environment; developing digital technology services, e-commerce, and logistics connected to Long Thanh International Airport; and managing urban infrastructure, especially new urban areas.

Nguyen Xuan Thanh, Secretary of the Party Committee and Chairman of the People's Council of Tam Hiep Ward, said: The Party Committee of Tam Hiep Ward has identified that it must focus on key and breakthrough tasks to maximize the advantages of the urban area with its available potential. One of the key tasks is to promote green urban areas and smart urban areas, synchronous transportation connections associated with green economic development and sustainable growth. In doing so, it helps improve the quality and living space for local people in the coming time.

Currently, Dong Nai province has basically completed a synchronous, modern, and secure digital infrastructure, creating a solid foundation for comprehensive digital transformation, developing digital government, digital economy, and digital society. The telecommunications infrastructure, transmission, data centers, specialized data transmission networks, and information security systems have been invested in, meeting the operational requirements of the 2-level local government model...

Dong Nai province focuses on attracting investment and forming technology zones, concentrating on attracting investment in semiconductor, artificial intelligence (AI), and renewable energy projects. These include important projects such as the Long Thanh Concentrated Digital Technology Zone and the Dong Nai Innovation Zone. In addition, there is also the 200ha Science, Technology, and Innovation Zone Project in Dong Xoai Ward.

Pham Van Trinh, Provincial Party Committee member and Director of the Department of Science and Technology of Dong Nai province, shared: Digital infrastructure in the province has been prioritized for investment, and information systems serving socio-economic development have been connected to the national data platform. In the coming time, the province will transform the provincial data center according to the Cloud Computing model, and build a cybersecurity operation center (SOC). At the same time, it will expand 5G/6G infrastructure throughout the province; strengthen the application of artificial intelligence (AI), blockchain, and IoT in state governance, public services, and smart urban management...

Speaking at the opening of the Techfest Dong Nai 2025 event held in October 2025, Comrade Le Truong Son, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the People's Committee of Dong Nai province, emphasized: Regarding the development of digital infrastructure and smart cities, in the coming time, Dong Nai province will focus on building a solid digital infrastructure, applying smart city solutions to improve the quality of life, manage traffic, healthcare, and education more effectively, and build localities such as Tran Bien, Tan Trieu, Long Thanh... and satellite cities into models of smart, green, and clean development.
