These efforts demonstrate the province’s proactive approach to caring for disadvantaged groups during Tet, while also fostering a spirit of sharing and solidarity within the community as Tet and spring arrive.
Multiple Tet support policies for disadvantaged groups
In the early months of operating the two-tier local government model, Dong Nai province developed and issued Tet support policies for specific beneficiary groups, reflecting its strong commitment to social welfare.
Accordingly, on December 10, 2025, the Provincial People’s Council passed Resolution No. 26/2025/NQ-HDND regulating beneficiaries and support levels for the Lunar New Year in Dong Nai province. Beneficiaries include poor and near-poor households, families, and individuals with meritorious services to the revolution, policy beneficiaries, social protection recipients, pensioners, patients, inmates, union members, and workers facing difficult circumstances.
Specifically, near-poor households and poor households, as defined by the local multidimensional poverty standard (or the national standard in the absence of a local one), receive VND 1 million and VND 1.2 million per household, respectively. According to the Vietnam Fatherland Front Committee of Dong Nai province, about 2,900 poor households and more than 1,900 near-poor households across the province benefit from this policy.
In addition, the province provides VND 720,000 per person to students attending ethnic boarding schools in the province; ethnic minority students who are permanent residents of Dong Nai and are enrolled in universities, pre-university institutions, colleges, intermediate schools, vocational education centers, and institutions; and hearing-impaired students at the Pedagogical Practice High School.
According to Dieu Mo, Party Cell Secretary of Bu Ren hamlet and delegate of Bu Gia Map commune People’s Council, this Tet support policy not only helps ethnic minority students enjoy Tet but also motivates young people in the community to continue their education.
The State also provides VND 720,000 per person for those being cared for at public and non-public provincial-level social assistance centers recognized by competent authorities; homeless people gathering to celebrate Tet at public social assistance centers; beneficiaries at the inclusive education development support center under the education and training sector; people receiving regular community-based social assistance; and recipients of social pensions.
Currently, the province has nearly 142,000 beneficiaries of social protection and social pensions receiving regular allowances, while 21 licensed social assistance centers are caring for almost 1,400 people without family support. All of these individuals are eligible for the province’s Tet support policy.
Additionally, the province allocates VND 500,000 per person for patients undergoing treatment at central and local medical facilities in the province who are unable to return home for Tet and must celebrate the holiday in hospitals. Around 15,000 union members and workers in difficult circumstances also receive VND 1 million per person through the Provincial Labor Federation.
Mobilizing resources to care for the disadvantaged during Tet
Beyond the state budget, to mobilize additional resources for Tet care for the poor and other vulnerable groups, agencies, units, mass organizations, and associations have actively promoted Tet gift donation campaigns since early February 2025.
Under Resolution No. 26/2025/NQ-HDND, the province also provides VND 240,000 per person for drug rehabilitation trainees, inmates serving sentences at detention facilities managed by the local public security force, trainees at Reformatory School No. 4, and inmates at Xuan Loc Prison under the Ministry of Public Security.
Since December 2025, on behalf of the Vietnam Fatherland Front Committee of Dong Nai province, Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Vietnam Fatherland Front Committee, has issued an open letter calling for contributions to the provincial “Fund for the Poor.” The letter was sent to various agencies, organizations, businesses, religious institutions, benefactors, public employees, members of the armed forces, and individuals both within and outside the province. In the letter, the Vietnam Fatherland Front Committee of Dong Nai earnestly calls on individuals and organizations to uphold the tradition of solidarity and compassion by supporting the 2025 “Fund for the Poor,” aimed at assisting more than 4,800 poor and near-poor households, along with thousands of people in challenging circumstances who need shelter, sustainable livelihoods, access to education, and medical treatment for serious illnesses.
Similarly, Nguyen Thi Phuong Anh, Vice Chairwoman of the Dong Nai Red Cross Society, said that in January 2026, the organization issued letters to agencies, businesses, and benefactors within and beyond the province to mobilize Tet gifts for policy beneficiary families, poor households, lonely elderly seniors, and children in particularly difficult circumstances. Religious organizations have also proactively coordinated with Vietnam Fatherland Front Committees at all levels to mobilize and allocate resources in support of disadvantaged individuals.
According to Priest Nguyen Manh Cuong, Dean of Tan Mai Deanery, Head of the Caritas Xuan Loc Social Charity Board and Parish Priest of Tan Mai Parish under Xuan Loc Diocese, in response to the call to support the provincial “Fund for the Poor”, Caritas Xuan Loc of Xuan Loc Diocese contributed VND 500 million to the fund.
Meanwhile, according to Thich Nu Dieu Tri, Deputy Head of the Executive Board of the Vietnam Buddhist Sangha in Dong Nai province, providing care and support to the poor and disadvantaged during the Lunar New Year is one of four major annual social charity campaigns that the Provincial Buddhist Sangha has maintained for many years. This year, the board is coordinating with departments, sectors, and localities to compile lists of beneficiaries for registration. Priority is given to residents in border communes, disadvantaged communes, and areas with large ethnic minority populations. In addition, each pagoda, based on its capacity, organizes Tet gift support for residents in the locality to help them celebrate the holiday.
