The nationwide rollout of the Vietnam smart traffic application (VNeTraffic), developed by the Ministry of Public Security, is being vigorously implemented to digitize traffic management. The application helps citizens save time and effort when looking up information on traffic violation penalties recorded by cameras, driver licenses, and vehicle registration, as well as reporting violations, accidents and traffic congestion.

In recent times, Youth Union organizations in communes and wards have deployed community digital transformation teams to guide Youth Union members, young people and residents in installing the VNeTraffic application and voluntarily declaring vehicle owner information, contributing to the completion of the comprehensive review of vehicle registration data, driver licenses, and the digitization of vehicle registration records.
Communication and guidance launched at any time, in any place
In addition to stepping up propaganda through the public broadcasting system, social media platforms, and directly guiding residents when they come to work at commune and ward police headquarters, Youth Union organizations at all levels have also developed plans and organized teams to go into each residential area and visit individual households to disseminate information and provide support.
Bui Thi Khanh Linh, Vice Chairwoman of the Vietnam Fatherland Front Committee of the ward and Secretary of the Tran Bien Ward Youth Union, said that the ward Youth Union has developed a plan to roll out a peak campaign to guide residents in installing the VNeTraffic application and voluntarily declaring vehicle owner information across the ward. Volunteer teams have been deployed at the Tran Bien Ward Police to assist residents in declaring and supplementing vehicle data, as well as guiding them to install, activate and use the VNeTraffic application. The ward Youth Union also organized teams at the ward police office to assist residents in declaring and supplementing vehicle data, as well as guiding them in installing, activating and using the VNeTraffic application. Youth Union cells coordinated with area police and neighborhood executive boards to visit residential areas, help residents install the VNeTraffic application, and collect vehicle data from those who had not yet come to the ward police headquarters to make declarations.

As one of the residents who received door-to-door outreach from Youth Union members about the VNeTraffic application, Nguyen Thi Nga, a resident of Go Me Neighborhood, Tran Bien Ward, understood the benefits of installing this application. Nga said: The VNeTraffic application offers many advantages, including the ability to look up information related to vehicle registration and driver licenses; report violations and traffic congestion; check information on camera-recorded traffic fines; and declare vehicle theft, helping vehicle owners avoid complications after losing their vehicles… “Although I do not currently own a vehicle, given the benefits the application provides, I will share this information with family members and people around me so they can install and use it”, Nga said.
Pham To Chau, Secretary of the Long Khanh Ward Youth Union, shared that the ward Youth Union has rolled out the program to 100 percent of its subordinate Youth Union cells. In addition to disseminating information on social media, Youth Union members have been assigned to assist residents in installing the application in their assigned areas. Many Youth Union cells have also integrated guidance on installing the VNeTraffic application into regular meetings, school recess periods, flag-raising sessions, or weekend volunteer activities. These efforts have contributed to improving the effectiveness of reviewing vehicle registration and driver license data, as well as digitizing vehicle registration records.
Promoting the pioneering role of young people
According to information from the Provincial Youth Union, during the 40-day and night peak campaign to encourage residents to install the VNeTraffic application and declare vehicle owner information, Youth Union organizations in communes and wards deployed teams to work alongside local police forces to guide and assist residents in installing the VNeTraffic application, creating accounts, and linking VNeID accounts with VNeTraffic accounts.
In addition, they conducted propaganda, mobilization and guidance to encourage residents to proactively declare vehicle owner information on the application. These activities have contributed to building a synchronized and accurate vehicle database, improving the effectiveness of state management of traffic order and safety, raising community awareness of compliance with traffic laws, and promoting the pioneering and volunteer role of Youth Union members and young people in new and challenging tasks.
In addition to contributing to improved effectiveness in reviewing vehicle registration and driver license data and digitizing vehicle registration records, participation in assisting residents with installing the VNeTraffic application has also enabled Youth Union members and young people to proactively study and master the application, enhance their skills, and seize opportunities to demonstrate a strong sense of responsibility toward the community and society.

As Deputy Head of the Go Me Neighborhood People's Security Team (Tran Bien Ward), who coordinated with Youth Union members and young people to visit households and assist residents in installing the VNeTraffic application, Nguyen Thanh Sang said that through the cooperation process, he found Youth Union members and young people to be highly enthusiastic and responsible in communicating to residents the benefits of declaring vehicle owner information and installing the VNeTraffic application, thereby helping to safeguard the legitimate rights and interests of the public.
Recognizing the urgency of the comprehensive review of vehicle registration and driver license data and the digitization of vehicle registration records, Nguyen Thi Thuy Hang, a student from Class 11A at Thong Nhat A High School (Trang Bom Commune), registered to take part in outreach and guidance activities for Youth Union members, young people and residents on installing the VNeTraffic application and declaring vehicle owner information. According to Thuy Hang, her support mainly targeted Youth Union members, young people and residents attending screenings of the film Red Rain at Thong Nhat A High School and the Trang Bom Commune Event Organization Center. To guide residents, Thuy Hang proactively conducted in-depth research to gain a thorough understanding of the application, enabling her to clearly instruct users on installation and use of VNeTraffic.
Joint efforts to roll out and spread the VNeTraffic application have contributed to building a civilized and safe traffic culture, serving as vivid evidence of the core and pioneering role of Youth Union members and young people in the national digital transformation process. These actions, though modest, are helping to bring about significant changes for the country’s future.
