Training specialized human resources for digital transformation

In the context of the fourth industrial revolution, human resources play a key role in implementing digital transformation (DT), innovating, and promoting sustainable growth. In recent times, Dong Nai province has always focused on improving the quality of human resources for DT in the locality.

Implementing many training programs

According to the report of the Department of Science and Technology of Dong Nai province at the Preliminary Review Conference on the implementation of Resolution No. 57-NQ/TW of the Politburo, Resolution No. 71/NQ-CP of the Government on breakthrough development of science, technology, innovation and DT in the province in 2025 and implementation direction for 2026 (held in early December 2025), in recent times, the province has organized training and guidance on exploiting and operating new systems and software according to the two-level local government model in the province in 2025 for officials, civil servants, public employees of commune and ward People's Committees and public non-business units, community DT groups. This includes many intensive training programs.

Specifically, in May 2025, the department coordinated with the Institute for Leadership Development (Vietnam National University Ho Chi Minh City) to organize a training course on knowledge and capacity building for integrated circuit design, micro-fabrication technology for semiconductor components, micro-electromechanical components - micro-systems for 24 students who are scientists and lecturers from universities and colleges in the province. These are the first "bricks" for the province to build a highly specialized human resource force, contributing to making Dong Nai a sustainable DT industrial province by 2030.

Most recently, the department has been organizing a digital transformation expert training course from December 8 to 17. The training course has 126 participants, divided into 2 classes: one for full-time/per-time officials, civil servants (in charge of DT) of 95 communes and wards in the province, and the other for officials, civil servants, and specialists of departments, agencies, and sectors in the province.

The training program aims to update an overview of the National DT Program and Dong Nai province's DT plan. At the same time, it delves into practical skills such as: analyzing the digital status quo, planning, risk management, and evaluating the effectiveness of DT projects according to KPI/OKR (key objectives and results). In addition, the training course also provides foundational knowledge and skills for application of artificial intelligence (AI) and big data in the public sector, aiming to automate processes and develop smart public services; improving information security.

Speaking at the opening ceremony of this training course, Provincial Party Committee member, Director of the Department of Science and Technology of Dong Nai province Pham Van Trinh emphasized: The course is specially designed, focusing on the role of the trainees as experts, full-time/part-time IT officials and those in charge of DT in departments, agencies, and 95 communes and wards in the province. The ultimate goal of the training course is to help the trainees actively participate in the province's DT process, orient and determine the DT roadmap at their agencies and units, thereby contributing to reducing manual work, improving productivity, and developing smart public services to better serve the people.

Mai Hoang Sang (Saigon University), a lecturer of the training course, shared: The organization of training and fostering programs on a regular basis plays an important role in improving the quality of DT human resources for the locality, contributing to the development goals of the pillars of digital government, digital economy, and digital society in the province. This training course will focus on guiding students on methods of building a roadmap and DT strategy at the agencies, units as well as equipping them with foundational knowledge and skills in the application of AI, new technologies, enhancing security, and information safety.

Dong Nai province identifies the development of high-quality human resources as a key factor for its breakthrough development in science, technology, innovation, and DT. Accordingly, the province particularly focuses on training, fostering, and attracting talent for key areas of the digital era and knowledge economy, prioritizing digital technology fields (AI, Big Data, Cloud, Blockchain), data industry, etc.

Focusing on training digital human resources

Nguyen Minh Hoang, an IT specialist at the Binh Long Ward People's Committee, Dong Nai province, shared: "Participating in this training course helped me cultivate knowledge about digital transformation from basic to advanced. Thereby, it helped me plan digital transformation-related projects concretely and practically. Among them, a prominent content in the training course was the effective application of AI to support daily tasks, saving time and improving work efficiency. I hope that in the coming time, the province will continue to expand and implement in-depth courses and training classes on digital transformation to enhance the knowledge of local officials and civil servants about digital transformation. From there, contributing to improving the effectiveness of public service implementation at the unit and locality."

Pham Van Trinh, Provincial Party Committee member, Director of the Department of Science and Technology of Dong Nai province, shared: Dong Nai province is focusing on developing high-quality human resources, specifically concentrating on building and implementing the Project on Developing Science, Technology, and Digital Transformation Human Resources until 2030. Simultaneously, the province is strengthening international cooperation in training high-tech human resources, prioritizing training human resources in the semiconductor industry, AI, big data, and cybersecurity. At the same time, the province is also strengthening training and fostering digital skills and innovation capabilities for managers, engineers, etc.; collaborating with universities and colleges inside and outside the province to form a workforce capable of mastering new technologies.

Also, at the aforementioned preliminary review conference, Le Truong Son, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Dong Nai Provincial People's Committee, emphasized: Leaders of units and localities need to uphold their roles and responsibilities in directing and managing, linking DT, science, technology, and innovation with top priority tasks that determine the management and development capacity of agencies and units. This includes the task of consolidating and improving the quality of specialized human resources in information technology and DT.
