Enhancing effectiveness of Digital Literacy Movement

Dong Nai is one of the localities that has actively responded to and implemented the Digital Literacy Movement (DLM) early on with many training activities, knowledge enhancement, and specialized workshops.

This movement aims to help people connect with humanity's knowledge base through digital technology; form a digital culture and digital mindset in solving practical problems, helping to combine the individual intelligence of each person with artificial intelligence (AI).

A wide range of activities and programs

According to the report of the Department of Science and Technology, regarding the results of implementing the DLM in the province, Dong Nai has completed many specific targets. In particular, 100% of cadres, civil servants, public employees, and workers in state agencies in the province have knowledge of digital transformation, digital skills, and can use digital platforms and services for work. 100% of high school students and university students are equipped with digital knowledge and skills for learning, research, and creativity, and have safety skills in learning and social interaction in the digital environment.

The province has built and updated the province's learning programs and content on the DLM platform developed by the Ministry of Public Security, successfully organized 2 online courses on protecting personal information security in the digital environment and popularizing knowledge and skills in applying AI on the Ministry of Public Security's website https://binhdanhocvuso.gov.vn, with a total participation of nearly 61,200 cadres, civil servants, public employees, and people.

In 2025, 118,000 cadres, civil servants, public employees, and people in the province received training in digital skills and AI application skills; about 29,500 cadres and civil servants received training in AI application in their work; more than 2,500 ethnic minorities received basic knowledge about digital transformation.

Localities in the province have implemented many programs and activities to promote the DLM, enhancing the effectiveness of propaganda on resolutions and plans of the Central and local governments in developing science, technology, innovation, and digital transformation.

Phan Chi Thao, Vice Chairman of Dai Phuoc Commune People's Committee, said: Immediately after operating the two-tier local government model, the commune focused on drastic and synchronous direction to promote the DLM with specific solutions. In particular, the commune promptly consolidated 15 community digital technology groups with 58 members; organized in-depth training on basic knowledge of digital transformation, AI application, and the use of online public administrative services. The commune implemented the motto "go to every alley, knock on every door", launching 4 campaigns to propagate and guide people to use digital platforms and online public services.

"Promoting the DLM in Dai Phuoc commune has contributed to improving the digital capacity of citizens. Digital transformation content is widely popularized, simple, practical, including basic digital skills and AI application. The commune utilizes and promotes digital platforms (Zalo OA, fanpage) to help people access information and register conveniently," emphasized Phan Chi Thao.

Similarly, according to Nguyen Van Hai, Vice Chairman of Dong Tam Commune People's Committee, in recent times, propaganda and communication about digital transformation have been regularly implemented by the Dong Tam Commune People's Committee in diverse forms and content. The commune has launched the DLM, and at the same time coordinated with mass organizations to organize direct propaganda, guiding people to install and use digital applications and online public services, contributing to raising awareness and digital skills in the community.

The Department of Science and Technology has officially put into operation the website about the DLM program (dongnai.mobiedu.vn). NGUYEN MINH QUANG, Deputy Director of the Department of Science and Technology of Dong Nai province, shared: This website was put into operation from early November 2025. This is a learning and digital transformation knowledge-sharing platform for all officials, civil servants, and people in the province.

Strengthening coordination, improving communication effectiveness

At the meeting on the implementation of the Digital Literacy Program, promoting the digital transformation process, developing the digital economy, digital society... in the province on November 5, 2025, Le Truong Son, Member of the Provincial Party Standing Committee, Vice Chairman of the Dong Nai Provincial People's Committee emphasized: Regarding the implementation of the Digital Literacy Movement, in the coming time, relevant departments and agencies, especially the Department of Science and Technology, need to implement a concerted program with mass organizations, universities, and improve the effectiveness of community digital technology groups in localities to implement synchronous solutions to improve indicators such as the percentage of adults with basic knowledge of digital transformation, digital skills, ability to use smart devices to exploit information, use essential digital platforms and services, and know how to protect themselves in the digital environment...

Nguyen Van Dien, Vice Chairman of Minh Hung Ward People's Committee, said: In the coming time, one of the ward's key tasks in promoting the development of science, technology, innovation, and digital transformation in the area is to build communication solutions and apply information technology to convey the Party's and State's guidelines and policies on implementing Resolution No. 57-NQ/TW of the Politburo on breakthrough development of science, technology, innovation, and national digital transformation to officials, civil servants, public employees, and people in the area.

Recently, in early December 2025, the Provincial Vietnam Fatherland Front Committee, the Provincial People's Committee, the Provincial Party Committee's Propaganda and Mass Mobilization Commission, the Farmers' Union, the Women's Union, and the Dong Nai Youth Union signed a cooperation agreement to promote the Digital Literacy Movement.
