Dong Nai: Six more medical facilities set to roll out electronic medical records

On the afternoon of December 22, the Dong Nai Department of Health said that six hospitals and regional medical centers in the former Binh Phuoc province have been included in a plan by the Provincial Department of Science and Technology to implement an electronic medical record (EMR) bidding package.

Specifically, the Department of Science and Technology has signed a contract with a consortium comprising the Vietnam Posts and Telecommunications Group (VNPT), the Viettel Military Industry and Telecoms Group (Viettel), and the Digital Platform Services Joint Stock Company to implement the EMR information system equipment package. The package will be deployed at six medical facilities, including Binh Phuoc General Hospital, Binh Phuoc Traditional Medicine Hospital, and four regional medical centers in Loc Ninh, Phuoc Long, Binh Long, and Bu Dang.

To ensure progress in line with the plan, the Department of Science and Technology has requested the units to coordinate with the consortium of Vietnam Posts and Telecommunications Group, Viettel Military Industry and Telecoms Group, and Digital Platform Services Joint Stock Company to carry out the EMR implementation steps.

Accordingly, from now until February 2026, detailed on-site surveys will be conducted to assess the current information technology status at hospitals and medical centers, and to evaluate existing systems before deployment. The process will also include standardizing professional workflows for software systems such as HIS, LIS, PACS, and EMR with departments and units; finalizing features and configuring functional requirements of the software based on the needs of each department; providing training and usage guidance for medical staff; and running systems in parallel while fine-tuning functions to fully meet operational requirements for medical examination and treatment management.

In addition, the package will include the deployment of automatic payment connections for medical examination and treatment costs from the healthcare management system to banks, meeting non-cash payment requirements at medical centers. It will also cover system integration and setup of electronic signatures, as well as the installation of digital signatures for doctors, nurses, and healthcare staff.

According to the Department of Health, all units in the healthcare sector are actively implementing EMR. Of the 26 public medical facilities, 16 have already adopted electronic medical records, while the remaining units are expected to complete implementation in the first quarter of 2026. At the same time, the private healthcare system is actively finalizing and supplementing technical components, human resources, and workflows to fully meet regulatory requirements as soon as possible.

The rollout of electronic medical records is a key step in the health sector’s digital transformation roadmap, helping improve the quality of medical examination and treatment, reduce administrative procedures, minimize professional errors, and facilitate public access to healthcare services.
