In 2025, administrative procedure reform (APR) in Dong Nai Province has recorded significant progress.

With a strong commitment to accompanying citizens and businesses, the province has implemented a wide range of synchronized solutions, especially improving infrastructure, applying information technology, and enhancing the effectiveness of public administration service centers at all levels. These efforts have contributed to delivering better services to citizens and enterprises, creating momentum for economic growth in 2025.
A reduction of 1.67 million workdays
In implementing the Government’s resolutions and reform programs related to APR, the provincial People’s Committee has proactively introduced major plans, established task forces to review administrative procedures, and continuously issued directives and instructions. Notable among these is the “30-Day Campaign to Increase Digitization Rates for Records, Online Public Services, and Online Payments,” held from late July to August 2025. This campaign has brought about clear changes in the awareness and actions among the contingent of cadres, as well as in citizen participation. At the same time, the provincial People’s Committee has regularly organized training courses and thematic conferences to ensure quality performance of APR control tasks at both provincial and communal levels.
At a recent working session between the provincial People’s Committee and the Government Office working delegation on the implementation of Government Resolution No. 66/NQ-CP dated March 26, 2025, approving the Program on Reducing and Simplifying Administrative Procedures related to production and business activities between 2025 and 2026, and Decree No. 118/2025/ND-CP dated June 9, 2025, on implementing administrative procedures under the one-stop-shop and interconnected one-stop-shop mechanisms, Deputy Director of the Provincial Public Administration Service Center Nguyen Thi Thanh Thao reported: To review and simplify procedures related to production and business, the provincial People’s Committee has issued 11 decisions approving the simplification of 298 procedures. As a result, processing times for state agencies have been significantly reduced, along with compliance costs for both businesses and citizens. From July to November 2025, the province received nearly 730,000 applications, of which 91.8% were resolved ahead of schedule, equivalent to 1.67 million processing days saved. This has allowed citizens and businesses to reduce compliance costs and increase efficiency in administrative procedures. Moreover, out of more than 1,100 procedures related to enterprises, over 95% are now provided online. The province aims to ensure that by the end of 2025, 100% of business-related procedures will be conducted online with seamless, transparent, and efficient processing, minimizing paperwork.

To improve service quality for citizens, Dong Nai has placed strong emphasis on organizing and consolidating public administration service centers at all levels.

Member of the Provincial Party Committee and Director of the Department of Science and Technology Pham Van Trinh added that the provincial People’s Committee has issued decisions to allocate additional funding to local authorities, including investments to fully equip public administration service centers at all 95 communes and wards. This is an important step in ensuring adequate, modern facilities to facilitate the receipt and processing of administrative procedures for citizens and businesses. As a result, all communes and wards now meet all of 16 infrastructure criteria, enhancing operational capacity and ensuring synchronized performance across administrative units.
The province is striving to complete several targets by the end of 2025 and the first quarter of 2026, including: providing end-to-end online public services for 80% of eligible procedures; issuing 100% of administrative procedure results in electronic form; ensuring 100% on-time processing of feedback and recommendations.
In addition, public administration centers have proactively arranged staff to guide citizens in using online public services, reducing pressure on one-stop-shop departments, saving time and costs, and increasing transparency. Currently, more than 1,300 officials, civil servants, and volunteers are assisting directly at these centers to provide the most convenient services for citizens.
Nguyen Thi Hanh, a resident of Nhon Trach Commune, shared: “At the commune public administration center, besides the officials handling applications at the counters, there are always additional staff stationed outside to guide citizens from the start, especially for online applications. Thanks to this, procedures are completed faster.”
Dong Nai also focuses on diversifying support channels, enabling citizens to submit feedback and recommendations to improve provincial governance. There are currently 10 channels for receiving feedback from citizens and enterprises, with key channels including the 1022 hotline, the National Public Service Portal, Zalo, the Citizen Portal website, and other online platforms. From July 1 to December 2, 2025, the province received nearly 24,000 submissions, with a resolution rate of 99.83%.
These efforts have produced positive changes and notable achievements for the province. According to the Government’s Index of Public Service Delivery for Citizens and Businesses (Decision No. 766/QĐ-TTg dated June 23, 2022), Dong Nai now ranks 3rd out of 34 provinces and cities nationwide—up 12 places compared to the assessment in early July 2025. The province’s satisfaction rate for administrative procedure processing stands at 96.4%, surpassing the Government’s 2025 minimum target of 90%.
At the recent working session with the Government Office delegation, Comrade Le Truong Son, Member of the Provincial Party Standing Committee and Vice Chairman of the provincial People’s Committee, emphasized that APR has been a major focus of provincial leadership. The positive outcomes achieved have contributed significantly to fulfilling the province’s socio-economic targets. Moving forward, with a citizen- and business-centered approach, Dong Nai will continue to strengthen APR to build a modern, transparent, and professional administration, creating an open and supportive investment environment and contributing to sustainable socio-economic development in the new period.
