This regulation is applicable to departments, agencies and sectors under the Provincial People’s Committee; commune- and ward-level People’s Committees; centrally-run agencies that are answered to vertical sectoral management and operating in the province; as well as organizations and individuals engaged in activities related to the Dong Nai province’s digital data repository.
The Dong Nai province’s digital data repository serves as a centralized platform for aggregating, integrating, storing, and processing data. It consolidates digital data from various agencies and units across the province and can be accessed at: https://khodulieu.dongnai.gov.vn.
This serves as the foundation for developing shared data among agencies and units across the province; open data for citizens and enterprises; and socio-economic data supporting the province’s management, administration, and socio-economic development. The system is installed and stored at the Provincial Data Integration Center.
The decision provides detailed regulations on data provision and updates for the digital data repository; data connection and sharing within the repository; data utilization; management, operation, and maintenance of the repository; ensuring information security for the digital data repository.
Accordingly, agencies and units are granted accounts and access rights to exploit and use data within their management scope in the digital data repository for purposes such as: promoting the province’s socio-economic development; supporting the management and operation of state agencies at all levels; facilitating digital transformation and the development of smart urban services; ensuring data disclosure and sharing with organizations and individuals in accordance with legal regulations; and implementing tasks assigned by the Provincial People’s Committee.
The digital data repository must be ensured with technical infrastructure and information security conditions to support stable and uninterrupted management, operation, and maintenance. The access accounts to the repository are created and assigned with appropriate permissions for agencies and units to exploit and use data in accordance with their assigned functions, tasks, and authority.
