Expanding job opportunities for laborers to work abroad

In recent years, the Department of Home Affairs of Dong Nai province has promoted propaganda, counseling, and career guidance, helping workers and students understand their rights, obligations, and the process of participating in labor export through programs implemented by the Ministry of Home Affairs.

The Department of Home Affairs partners with units and enterprises providing labor export services to establish a network for support, counseling, and coordinated recruitment, enabling workers to access safe, legal, and sustainable overseas job markets more easily. Notably, those working abroad not only earn higher incomes but also gain valuable international experience that can advance their future careers.

Expanding the overseas labor market

To expand the overseas labor market, the Department of Home Affairs presides over and coordinates with the Vietnam Bank for Social Policies and the People's Committees of communes and wards to regularly organize conferences to implement and guide policies to support loan capital from the local budget; at the same time, propagate legal regulations, policies, and regimes regarding rights and benefits when participating in labor export activities for laborers in need. In addition, leaflets and notices are regularly distributed to localities regarding activities that send Vietnamese people to work abroad under contracts implemented through programs by the Ministry of Home Affairs.

In 2025, the Department of Home Affairs will compile and distribute 1,000 propaganda handbooks on labor export for workers in communes and wards. The department will also coordinate with relevant units to conduct communication, counseling, and career orientation activities, helping workers and students understand the labor export process and reduce the incidence of going abroad for work through illegal brokers.

Specifically, in October 2025, the department coordinated with Truong Son Trade – Service and Labour Export JSC (COOPIMEX, Ho Chi Minh City) to organize a labor export counseling program at Dong Nai College of High Technology. During the counseling session, students were provided with information about the participation conditions, recruitment industries, costs, and benefits associated with working abroad. From there, it creates conditions for students and workers to grasp information about the overseas labor market and register for labor export in accordance with their needs.

Currently, the industries prioritized by foreign enterprises for recruitment include mechanical engineering, electronics, automotive, welding, food processing, agriculture, nursing, and various other fields. Accessible labor markets include Japan, the Republic of Korea, Taiwan, and the Federal Republic of Germany. Notably, the program stands out with its "Study with salary – Work with a degree" model, allowing participants to earn an income while pursuing a degree after a period of studying and interning abroad.

Recently, the Department of Home Affairs issued a document requesting the People's Committees of communes and wards to widely inform workers in the area about the support policy specified in Decree No. 61/2015/ND-CP regulating employment support policies and the national employment fund (abbreviated as Decree No. 61). This is an activity to promptly implement support policies, creating all favorable conditions for workers, especially vulnerable groups, to have opportunities to work abroad.

Labor export cooperation in Dong Nai is generating numerous job opportunities, enhancing incomes, and promoting skill development among workers. This endeavor is not only a sound move within the province’s socio-economic development strategy but also helps elevate the position of Vietnamese labor in the international market.

According to Decree No. 61, groups eligible for labor export loans include ethnic minorities, members of poor and near-poor households, households whose agricultural land has been reclaimed, relatives of those with meritorious service to the revolution, and workers in poor districts (now communes and wards). Workers are eligible for support covering vocational training fees, foreign language courses, essential knowledge enhancement, meals during training, and travel expenses from their legal residence to the training location. Additionally, they receive support for the costs of procedures required to work abroad.

Sustainable way for the future

Currently, thousands of workers in Dong Nai are introduced, trained, and sent to work abroad each year with stable incomes. In the first nine months of 2025 alone, more than 1,300 workers were selected by organizations and enterprises to work overseas, primarily in the Japanese, Taiwanese (Chinese), and RoK markets.

MD Group Human Resources Joint Stock Company (located in Trang Bom commune, Dong Nai province) is one of many labor export units operating in Dong Nai. Currently, 30 trainees at the company are diligently studying to enhance their Japanese communication skills in preparation for their labor export trip to Japan at the end of 2025. After two months of training, the trainees can communicate at a basic level, as well as read and write in Japanese. More importantly, they are also actively learning about the culture, geography, and people of the host country to better adapt to work and daily life abroad.

To ensure the quality of human resources exported to foreign markets, MD Group Human Resources Joint Stock Company focuses on teaching foreign languages, cultural behavior, and labor discipline according to each market.

Tran Thi Hoai Thanh, Director of MD Group Human Resources Joint Stock Company, stated: This year, the company's branch in Trang Bom commune has supplied over 200 international students and workers to foreign markets. The company strengthens coordination with vocational schools to provide career orientation and job opportunities for workers, students, and university students in the province.

According to the Department of Home Affairs, in the coming period, the department will step up coordination with relevant units to organize labor export consulting programs and career orientation activities tailored to the needs of each international labor market. The long-term goal is to establish a sustainable linkage chain between the government, enterprises, and workers, thereby contributing to job creation, income improvement, and enhanced human resource quality in the province.
