Dong Nai promotes propaganda on the use of e-Party Member Handbook application

The Standing Committee of the Dong Nai Provincial Party Committee has just issued Plan No. 12-KH/TU to promote propaganda on the use of electronic Party Member Handbook application across the province. This initiative represents an important effort to modernize management and improve the quality of Party activities, while also aligning with the national digital transformation drive.

The plan was developed to strictly implement Regulation No. 339-QD/TW, issued by the Party Central Committee (PCC)’s Secretariat and Guidance No.26-HD/BTGDVTW, issued by the PCC’s Commission for Information, Education and Mass Mobilization. The Dong Nai Provincial Party Committee has clearly defined the Electronic Party Member Handbook is not merely an application, but an effective two-way communication channel between Party committees and Party members.

To achieve the goal of ensuring 100 percent of Party members are proficient in using the application (excluding those exempt from Party duties and activities), the Standing Committee of the Dong Nai Provincial Party Committee has called for strengthened, regular communication efforts and diversification of communication channels. Provincial media agencies, the provincial portal, and popular social media platforms such as Facebook, Zalo, and YouTube must be fully utilized to disseminate information on the purpose, significance, and basic features of the application to all cadres, Party members, and the public.

Party committees under the provincial Party committee hold a key role in organizing implementation, offering detailed instructions, and closely managing the personal accounts provided to the Party members. The Plan also stresses the importance of providing assistance to senior Party members and those who do not use smartphones, ensuring that no one is left behind in the province’s digital transformation efforts.

In addition to encouraging widespread adoption, information oversight is also emphasized. Disseminating information must remain objective, democratic, and scientific, while fulfilling the role of guiding information and countering distorted or hostile information regarding the application.

The Standing Committee of the Dong Nai Provincial Party Committee suggested all agencies, units, and localities to seriously implement the Plan so that the Electronic Party Member Handbook application can soon become a practical and powerful tool, helping enhance the effectiveness and efficiency of Party building efforts across the province.
