With its expanded development space after the implementation of the two-tier local government model, Xuan Lap ward enjoys favorable conditions to attract investment and promote trade, services, eco-tourism, and high-tech agriculture.

Agriculture combined with services and tourism

Xuan Lap and Bau Sen wards (part of former Long Khanh city) share similar natural, socio-economic, and demographic conditions. After the two localities were merged in their entirety, the new Xuan Lap ward covers more than 29 square kilometers with a population of nearly 19,000 people.

With over 860 hectares of fruit trees out of 1,150 hectares of agricultural land, Xuan Lap ward has ideal conditions to develop agricultural economic models integrated with services and garden tourism.

Farmer Tran Van Tri from Phu My neighborhood owns a 1.6-hectare durian trees cultivated for more than eight years. To beautify his orchard and increase its value, he planted peanuts and flowers under the trees, offering visitors a pleasant space to enjoy. This model not only brings him nearly VND 1 billion in annual income but also earns him praise for his hospitality and for opening his orchard free of charge to tourists.

During the 2025–2030 term, the Xuan Lap ward Party Committee aims for an average annual growth rate of 7.37% in total product value, a 10% annual increase in budget revenue, and a 5.85% rise in per capita income by 2030 compared to 2025. The ward’s development orientation focuses on an urban–service–eco-agriculture model for sustainable growth.

Farmer Nguyen Van Minh from Bau Sen neighborhood, Xuan Lap ward shared that when the locality launched the eco-garden tourism development policy, he and other farmers actively joined participated in the move with support from local authorities. As a result, the model has started to produce positive outcomes.

Vice Chairwoman of the Vietnam Fatherland Front (VFF) and Chairwoman of the Farmers’ Association of Xuan Lap ward Tran Thi Hien said: “These eco-garden tourism models are very attractive to visitors, offering seasonal fruits and local delicacies. Tourists can enjoy nature in the heart of the city while being warmly welcomed by friendly locals.”

Since the adoption of the two-tier government model, Xuan Lap ward has maintained steady socio-economic growth. Trade–service and agricultural production continue to develop stably, while digital transformation has begun to be applied across sectors, improving management efficiency and labor productivity. Mechanization now covers more than 90% of soil preparation, care, and harvesting stages. Many farmers have adopted drip irrigation, drone spraying, and smartphone-based farm management. The ward currently has six cooperatives and 21 cooperative groups operating effectively in areas such as fruit cultivation, agricultural services, and seed production.

Party’s will – people’s aspirations

For the 2025–2030 term, the Xuan Lap ward Party Committee has identified economic breakthroughs focusing on developing organic agriculture, applying high technology, and linking with eco-garden and experiential tourism.

Along with this breakthrough goal, the Xuan Lap ward Party Congress’s Resolution outlines key tasks, such as encouraging households to transition from individual businesses to small and micro enterprises, supporting the establishment of new multi-sector service cooperatives or joint cooperative groups, and prioritizing trade–service development in the former Bau Sen area. The ward also promotes agri-tourism models linked to fruit cultivation.

Efforts are focused on converting low-efficiency farmland to organic, high-tech crop models with traceability, developing specialized fruit and medicinal plant zones combined with experiential garden tourism, and enhancing the service economy tied to agriculture. Programs connecting “enterprises – cooperatives – farmers” are being developed to expand market access through e-commerce, supermarkets, convenience stores, and local “agricultural fairs.” Agricultural support services and compact logistics systems are expanded to serve local and neighboring markets, contributing to enhancing the value of the local supply chain.

“Xuan Lap ward, Dong Nai province, features both traditional agricultural zones and areas adjacent to rapidly urbanizing localities, with an expanding development space. Its technical infrastructure has been gradually improved, while trade, services, small-scale industry, and rural crafts hold strong development potential. These are favorable conditions to promote economic restructuring toward services and high-tech agricultural production.”

Deputy Party Secretary and Chairman of the People’s Committee of Xuan Lap ward Tran Vinh Hien.

The ward is also intensifying investment in intra-ward transportation, electricity, water, telecommunications, and environmental treatment infrastructure to create favorable conditions for investment attraction. Priority is given to connecting internal routes with major roads and external transport networks, as well as building scenic routes and eco-garden tourism corridors between neighborhoods.

To realize the targets and missions set by the first Xuan Lap ward Party Congress for the 2025–2030 term, the ward Party Committee has promptly issued an action plan, while the ward People’s Committee has developed specialized implementation plans.

Party Secretary and Chairman of the People’s Council of Xuan Lap ward Nguyen Trung Tin said: “To bring the local Party Congress resolution into life, the ward Party Committee, People’s Committee, and affiliated bodies must, based on their assigned functions, issue and implement action plans that concretize major goals. We aim to mobilize and inspire officials, Party members, mass organizations, armed forces, and the local political system to achieve the highest possible efficiency.”

The first Xuan Lap ward Party Congress for the 2025–2030 term embodies the collective wisdom, will, and aspirations of the entire Party, government, and people of the ward in a new phase of development. It serves as a compass guiding every policy and decision, helping the locality seize opportunities, overcome challenges, and advance toward rapid and sustainable development.

Therefore, the Xuan Lap ward Party Committee calls on all officials, Party members, civil servants, youth union members, mass organization members, armed forces, and people to continue upholding the tradition of solidarity, patriotism, and the will to rise, determine to successfully implement and bring into life the Resolution of the 1st ward Party Congress for the 2025–2030 term, so that the Party’s will truly reflects the people’s hearts and minds and the shared aspiration for progress of all social strata in the ward.
