Xuan Hoa commune, formed through the merger of Xuan Hoa, Xuan Hung, and Xuan Tam communes, has already met the criteria for advanced and model new-style rural areas. These achievements lay a solid foundation for Xuan Hoa to pursue its goal of becoming a modern and eco-friendly new-style rural commune in the new era.

Across the commune, agricultural production models featuring specialty crops and high-tech livestock farming have contributed significantly to increasing rural incomes. Residents are highly proactive in building green, clean, and safe residential areas and model gardens. Xuan Hoa is also a pioneer in transforming agricultural production towards sustainability, with the shared goal of creating a more livable and civilized countryside.
A model rural area
Thanks to meeting the criteria of both advanced and model new-style rural areas, Xuan Hoa has seen comprehensive infrastructure development, including a complete rural transport network and electricity systems reaching agricultural fields. Educational, healthcare, and cultural facilities are also being upgraded simultaneously, meeting the essential needs of residents in the locality. As a result, the commune's rural appearance has undergone significant improvement, with a well-developed socio-economic infrastructure, a greener and cleaner environment, and enhanced living standards.
Dao Quang, Head of the Farmers’ Association in Xuan Tam 4 hamlet, shared that the hamlet now boasts several model residential areas and roads. All roads in the hamlet are now lined with flowers and ornamental trees. According to him, creating these model routes was not only the effort of local officials but also the enthusiastic participation of residents, who water and tend the plants daily.
Pham The, head of the local security team in Xuan Tam 4, said that model roads in the area are now equipped with street lighting and security cameras, ensuring safe and convenient travel and daily activities for residents. "People no longer worry about petty theft or unsafe roads at night," he noted.
Xuan Hoa is also leading the development of a new-style rural area model through digital transformation. Locals are increasingly engaging with smart services, such as smartphones, online payment platforms, and surveillance camera systems, to enhance public security. Local authorities are effectively utilizing digital platforms, including Zalo, Facebook, the commune’s website, and the province’s online public service portal, to enhance communication and outreach. Administrative procedures are received and processed through the commune’s digital "single-window" system.
Developing a prosperous rural economy
In recent years, Xuan Hoa has focused on agricultural development as a key economic breakthrough, continuously boosting local incomes. In 2024, the commune’s total agricultural, forestry, and fishery output reached VND 854.6 billion, with an annual average growth rate of 4.3%. The per capita income now exceeds VND 93.8 million per year.
The commune places great emphasis on high-tech agriculture and model farming practices. Currently, nearly 360 hectares of crops in the commune are certified under VietGAP and GlobalGAP standards. Many specialized farming zones have been established, focusing on high-value specialty crops.
Nguyen Van Sinh, Director of Xuan Tam Durian Cooperative, shared that durian has become one of the most economically productive crops in the area. The cooperative has attracted many new members, expanding the total cultivation area to 80 hectares. By applying modern farming techniques, member orchards consistently achieve high yields. For many years, cooperative members have followed safe production practices and obtained VietGAP certification. Currently, many are transitioning to organic farming, aiming to produce high-quality, safe products that not only meet domestic demand but also satisfy export standards for demanding international markets.
In hamlets such as Xuan Tam 4, Xuan Tam 5, and Xuan Tam 6, specialized cultivation zones for the "nhan xuong" longan variety have taken shape, delivering stable and high economic returns. In the past, this land was primarily used for low-yield crops, such as melaleuca, or for mixed gardens. As part of the new rural development program, the area has received investments in roads and electricity for both daily life and agricultural production. This upgrade has enabled residents in the locality to confidently transition to cultivating specialty fruit trees.
Nguyen Thanh Binh, a farmer from Xuan Tam 6, said that longan farming initially started on a small, scattered scale. However, realizing its high economic value, many farmers have adopted intensive farming practices, applying scientific and technological advancements. To date, longan cultivation in the area has expanded to about 70 hectares, making it a key economic crop in the commune.
Currently, Xuan Hoa has established 5 production chains and 16 facilities registered with trademark certification. The One Commune, One Product (OCOP) program has been effectively implemented, with 12 products meeting the OCOP standards of 3 stars or higher, four of which have earned the highest 5-star certification. Thanks to this program, many of the commune’s agricultural products have gained market recognition, ensuring strong domestic consumption and paving the way for exports to high-standard international markets.
Nguyen Van Xung, Vice Chairman of the Xuan Hoa Commune People’s Committee, emphasized that the local Party Committee and authorities actively support and create favorable conditions for farmers to develop production. “We have established many specialized zones for high-value specialty crops like longan and durian. The commune encourages the formation of more fruit cooperatives to connect farmers into production chains, supporting branding and promotion to ensure stable output and sustainable development,” he said.
