Over 136,800 instances of health insurance support for ethnic minorities

On the morning of October 15, at the Dong Nai Provincial Social Insurance office, a monitoring delegation from the Ethnic Committee (People's Council of Dong Nai province), led by Dieu Dieu, Head of the Committee, conducted a supervision of the implementation of the policy supporting the purchase of health insurance cards for ethnic minorities in the province.

According to the report of Dong Nai Provincial Social Insurance, implementing Resolution No. 16/2022/NQ-HDND dated November 9, 2022 of the Provincial People's Council amending and supplementing some articles of Resolution No. 13/2020/NQ-HDND dated July 13, 2020 of the Provincial People's Council regulating the level of health insurance contribution support for several subjects in the province in the period 2020-2025, from January 2022 to June 2024, more than 136,800 ethnic minorities have been supported to pay for health insurance with a total amount of more than 40.5 billion VND.

Alongside the advantages, the expansion of health insurance participation among ethnic minority groups in the province still faces several challenges. Specifically, the provincial support rate for health insurance contributions for ethnic minorities in agricultural, forestry, and fishery households with average living standards is being gradually reduced each year, from 70% in 2022 to 45% by 2025. Meanwhile, the basic salary has increased to 1.8 million VND, compared to 1.49 million VND at the time Resolution No. 16 was issued. The livelihoods of a portion of the ethnic minority population remain difficult, which affects efforts to mobilize people to cover the remaining costs of purchasing health insurance cards.

Concluding the monitoring session, the Head of the Ethnic Committee, Dieu Dieu, emphasized that the health insurance support policy has played a significant role in improving healthcare conditions for ethnic minorities in the province. However, many challenges remain, especially in remote communes. Following the administrative boundary reorganization, the province now has 48 communes with ethnic minority populations, totaling nearly 421,000 people, accounting for 9.4% of the provincial population. In many localities, shortcomings in review and coordination efforts have resulted in some residents not receiving their health insurance cards in a timely manner.

Head of the Ethnic Committee Dieu Dieu suggested that, in the time ahead, relevant units should continue to thoroughly review data, enhance coordination quality, particularly in communication efforts, so that people clearly understand their rights and responsibilities when participating in health insurance. In addition, attention must be paid to investing in medical infrastructure, improving the quality of medical examination and treatment, and building public trust in the use of health insurance cards. Support policies must follow a clear roadmap, aligned with the conditions of the people, contributing to a sustainable increase in health insurance coverage, toward the goal of universal health insurance.
