High-quality human resources, a driving force for development

Dong Nai, one of the country's industrial "capitals", is entering a pivotal development stage, marked by the 1st Provincial Party Congress, 2025-2030 term. This significant political event will shape the development strategy, marking a new chapter in the prosperous development of the "heroic and resilient Eastern" land.

To maintain Dong Nai’s position as one of the country’s economic engines and to shift from a resource-intensive, low-skilled labor economy to a knowledge-based, high-tech, and increasingly globally integrated economy, high-quality human resources serve as a critically important driving force.

Training system ensures the supply of high-quality human resources

After the merger, the new Dong Nai province has 6 universities and university branches (excluding military and police schools), including: Dong Nai University, Lac Hong University, Dong Nai University of Technology, Mien Dong University of Technology, Branch of Vietnam National University of Forestry, Branch of Ho Chi Minh City University of Technology and Education.

The province has 13 colleges including: Dong Nai Technical College, Dong Nai High-Tech College, Dong Nai Medical College, College of Mechanics and Irrigation, Sonadezi College of Technology and Management, Lilama 2 International College of Technology, Hoa Binh Xuan Loc College, Le Quy Don College, Dong Nai College of Fine Arts and Decoration, Binh Phuoc College, Mien Dong College, Statistics II College, Ho Chi Minh City College of Technology (Dong Nai branch); there are 8 vocational schools including: Economic - Technical No. 2, Dinh Tien Hoang, Dong Nai Culture and Arts, Mien Dong, Dong Nai Polytechnic, Mai Linh, Polytechnic Technology, Mien Nam.

This training system offers multi-disciplinary and multi-field training, suitable for the needs of the labor market. Annually, in addition to updating training programs (with the participation and input of businesses), schools also open new majors based on training capacity and social demand, focusing on those with technological elements that directly serve the 4.0 industrial revolution.

Building on its strengths in teacher training and economics, in 2022 and 2023, Dong Nai University introduced two additional engineering majors: electrical and electronic engineering technology and mechanical engineering technology. In recent years, the university has consistently met enrollment targets for these two programs and is also preparing the necessary conditions to develop and launch new majors to meet labor market demands.

Meanwhile, Dong Nai University of Technology opened 5 new training majors: software engineering, graphic design, multimedia communication, biotechnology, and environmental engineering technology. Mien Dong University of Technology also offers additional majors, including graphic design, multimedia communication, finance and banking, and e-commerce. Lac Hong University also offers additional majors, including multimedia communication, artificial intelligence, and international business. Notably, in December 2024, Lac Hong University inaugurated and put into use the Semiconductor Microchip Practice Room, affirming its pioneering role in this promising field of training...

According to statistics from the Dong Nai Department of Education and Training, universities in the province currently offer more than 50 majors, enrolling an average of about 6,500 students each year and more than 4,500 graduates. For the college system, Dong Nai schools are training a total of 80 occupations, with an annual new enrollment of approximately 12,000 people and about 7,000 graduates per year.

Improving the quality of human resource training to serve the province’s development is a core political task led and directed by the Party Committees of universities and colleges. This is a critical factor that directly determines the quality of training at each institution.

Huynh Le Tuan Dung, Secretary of the Party Committee and Rector of Dong Nai College of Technology, stated that the 2025–2030 term is also the period during which Dong Nai province aims to enhance its economic development capacity, reform the growth model, and foster new growth drivers. This undertaking places significant demands on the development of high-quality human resources. According to Dung, this presents both opportunities and challenges for the school. The school's Party Committee has proposed several key solutions and tasks. Among them, for the critical political task of improving training quality, two main solutions have been identified: enhancing quality assurance and accreditation efforts; actively innovating teaching and learning methods; encouraging scientific research and training linkages; promoting digital transformation in education and training; and strengthening the maintenance and repair of facilities and equipment to support effective teaching and learning.

Identifying opportunities, overcoming challenges

As for Binh Phuoc College, the 2020-2025 term is a particularly significant period for the school's Party Committee. The school was established in November 2019 by merging Binh Phuoc Pedagogical College and Binh Phuoc Medical College to form Binh Phuoc Vocational College. Under the direction of the Provincial Party Committee and the People's Committee of the former Binh Phuoc province, Binh Phuoc College, together with departments and agencies, implemented the Project on Restructuring Binh Phuoc College for the period 2022-2025, with a vision to 2045. The project aims to improve training quality, meeting the socio-economic development needs of the province.

After the project was approved (May 5, 2023), Binh Phuoc College quickly focused on implementing the tasks of the project regarding organizational structure, apparatus, personnel, enrollment plans, training... with the goal of comprehensive and effective innovation of management and administration activities; effectively promoting human resources and facilities of the school; mobilizing and effectively using all investment resources, gradually improving training quality, building the school's brand and reputation commensurate with its potential and assigned resources.

The Party Committee of Binh Phuoc College has led and directed the innovation of curricula and teaching methods in a modern manner, applying information technology in teaching and learning, and improving training quality according to the motto "learning goes hand in hand with practice." This endeavor has also led to innovations in the way students are assessed.

Ha Van Kien, Secretary of the Party Committee and Rector of Binh Phuoc College, commented: The establishment of the new Dong Nai province will create a large industrial - logistics - urban center in the Southeastern region, leading to a huge demand for high-skilled technical human resources, which is a favorable condition for vocational education institutions in the region to develop, including Binh Phuoc College. However, the competition for enrollment among training institutions in the new provincial area will be fiercer, requiring the school to have a specific strategy, flexible and quality training products, closely linked to reality.

After analyzing the opportunities, advantages, as well as the difficulties and challenges, the Party Committee of Binh Phuoc College identified the following guiding pillars: building a transparent and strong Party Committee is the key; improving training quality and developing the faculty is the core; digital transformation, science and technology, and international integration are the breakthroughs; school culture and branding are the foundation.

At a glance, it is clear that many tasks must be carried out simultaneously and without delay. In the immediate term, following the 1st Provincial Party Congress for the 2025–2030 term, the Provincial People's Committee will direct the development of a project focused on training and attracting high-quality human resources. At the same time, an action plan will be issued for each implementation phase. Alongside the implementation of the Resolution of the 1st Provincial Party Congress, the Provincial People's Committee will also instruct the entire provincial education sector, along with relevant departments, agencies, and local authorities, to vigorously carry out Resolution No. 71-NQ/TW dated August 22, 2025, issued by the Politburo on breakthrough development in education and training, making a significant contribution to the strong and sustainable development of both Dong Nai and the country as a whole.

Among the universities in the province, Lac Hong University, although a private institution, is a pioneer in various areas of activity, including research, science and technology transfer, educational quality accreditation, and international cooperation in training. This achievement is attributed to the leadership and guidance of the university's Party Committee.

Associate Professor Dr. Nguyen Vu Quynh, Deputy Secretary of the Party Committee and Vice Rector of Lac Hong University, stated: The university's Party Committee consistently maintains unity and adheres to the principle of democratic centralism. Most Party Committee members hold key positions in the Party and government, ensuring the timely and rapid implementation of resolutions, directives, and documents from the Party and State.

One of the 3 breakthrough tasks for the 2025-2030 term

In the new development phase, as the demand for high-quality human resources, international integration, and digital transformation becomes increasingly urgent, education and training must take a step ahead. The draft Political Report to the 1st Provincial Party Congress for the 2025-2030 term outlines 3 breakthrough tasks. Among them, the first breakthrough task is: "Improving the quality of cadres, especially key cadres at all levels, with strong political steadfastness, sufficient qualities, capabilities, high action orientation, and a desire to contribute, with prestige commensurate with their responsibilities; developing high-quality human resources in high-tech industries, logistics, education, healthcare, science and technology, and digital transformation."

The draft also proposes key solutions for developing education and training, as well as improving the quality of human resources to meet new development requirements and facilitate international integration. One of these solutions is training, fostering, and equipping a workforce with the necessary qualifications, skills, scientific thinking, and working methods, thereby meeting the requirements of the scientific and technological revolution and digital transformation.

Accordingly, efforts should be focused on attracting, utilizing, and valuing talent in management and education, developing Dong Nai province into a regional education and training, and vocational education center; focusing resources on building Dong Nai University into a modern, high-quality higher education institution aiming for regional and international standards; and developing and implementing training models in chains, linked with startup centers, innovation centers, and large domestic and foreign enterprises and corporations.

In parallel, Dong Nai will also focus on building a strategic intellectual force to serve the province's future industries, agriculture, services, and tourism..., along with strenthening training for the workforce in new occupations; focusing on vocational training for rural laborers and laborers in ethnic minority areas; while promoting student streaming in general education; organizing good career guidance and job counseling activities.

According to Le Truong Son, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, Dong Nai is a key province for industrial development. At the same time, the Long Thanh International Airport will become operational, accompanied by the formation of an airport urban area and the Long Thanh Free Trade Zone, which will be a core driver for the province's development. With advantages in transportation connectivity, Dong Nai also has great potential for developing logistics, trade, services, and tourism... These are potentials and competitive advantages that will help Dong Nai achieve double-digit growth targets for a long period (20 years).

The Vice Chairman of the Provincial People's Committee analyzed: "To serve the development process, it is clear that we need a large number of high-quality human resources across many industries. To achieve this, Dong Nai needs to simultaneously implement many solutions and tasks such as: streaming students after junior high school; connecting businesses and schools in both training activities and job placement; issuing policies for loans from the Bank for Social Policies to support children of the people in vocational training. Besides that, there must be a strategy and policies to attract and treat high-quality human resources from outside; the policies must be good and stable so that talented people can feel secure in dedicating themselves and truly consider Dong Nai their second home...".

With the consensus of the entire Party Committee, government, and people, along with correct and decisive policies, high-quality human resources will help Dong Nai not only maintain its position as an important economic growth pole but also rise strongly, worthy of a large province in terms of area, population, and economic scale.
