These viewpoints were effectively implemented by Dong Nai province during the 2020-2025 tenure and continue to be pursued strongly in the 2025-2030 period.

Comrade Le Truong Son, Member of the Provincial Party Standing Committee and Vice Chairman of Dong Nai People’s Committee, said Dong Nai remains among the leading localities nationwide in building new-style rural areas. The National Target Programme on sustainable poverty reduction has been effectively implemented. The province has also deployed the National Target Programme on socio-economic development for ethnic minority and mountainous areas, helping improve livelihoods and living conditions for people in remote, disadvantaged and border areas.
Alongside this, Dong Nai has maintained the “For the poor – leave no one behind” movement with many practical models. A typical example is the mutual support and revolving credit model, which has helped 1,732 poor households with loans totaling VND 5,074 billion. In addition, in response to the movement “The whole country joins hands to eliminate dilapidated housing” in 2025, Dong Nai mobilized participation from the entire political system, businesses and citizens to construct and renovate 2,005 houses, reaching 114.5% of the assigned target.
Vice Chairman of the Vietnam Fatherland Front (VFF) Committee of Dong Nai province Nguyen Tan Phu said that throughout the implementation of the movement to eliminate temporary and dilapidated housing in 2025, the VFF at all levels has effectively upheld its role as a “centre of solidarity and bridge of trust” among the people. With the motto “Those who have strength contribute strength, those who have resources contribute resources, those who have more contribute more, those who have less contribute less,” the campaign received strong support from the business community, religious organizations and the people. Dong Nai also extended support to other provinces under the same programme: VND 5 billion for Cao Bang, VND 5 billion for Yen Bai and VND 38 billion for Dak Lak to build housing for poor households, further spreading the spirit of “Dong Nai solidarity”.
The above-mentioned tasks are being carried out with strong determination by all levels, sectors and localities across the province. In particular, social housing development — one of the major policies to ensure social welfare — is identified as an urgent priority that requires a harmonized approach balancing the interests of the State, businesses and the people, Dong Nai has been mobilizing all available resources to accelerate social housing development. The province has set a specific target of completing 65,000 social housing units in the 2025–2030 period.
According to Nguyen Anh Tuan, Director of the Provincial Department of Construction, the development of social housing requires the active involvement and commitment of the entire political system, and it is also a matter of responsibility, duty and public ethics. To fulfill the target, the province will focus on key solutions such as strengthening awareness and accountability of leaders; allocating favorable land funds; requiring commercial housing projects to earmark 20% of land for social housing; and providing attractive incentive policies to draw investors. At the same time, support will be provided for citizens to access preferential loans, with transparent eligibility criteria, and inspection efforts will be enhanced to prevent violations.
The 1st Provincial Party Congress has also set out a number of key targets for the 2025-2030 tenure aimed at further improving people’s living standards such as: by 2030, reaching 13-15 doctors and 32 hospital beds per 10,000 people; achieving a rate of at least 80% of public preschools and general education schools meeting national standards; and increasing per capita income to VND 120 million per year.
As a Northern border commune of Dong Nai province, Thien Hung has made strong efforts and achieved many positive results in social security over the past five years. According to Member of the Provincial Party Committee, Party Secretary and Chairman of People’s Council of Thien Hung commune Dang Ha Giang, during 2020-2025 period, the commune’s average annual economic growth reached 10.2%; per capita income reached VND 74.8 million per year; 10 out of 12 schools met national standards; the poverty rate fell to 0.33%; and the programme to eliminate temporary and dilapidated housing was completed ahead of schedule.
For the 2025-2030 tenure, Thien Hung commune aims to become a model border commune that is green, distinctive, sustainable and safe. To achieve this, the commune’s Party organization is determined to implement comprehensive solutions, focusing on economic development with green, organic and high-tech agriculture at its core; promoting value chain linkages; and revitalizing cottage industries and supporting industries. The commune plans to develop signature agricultural and livestock models with high economic value, preserve and promote cultural identity, and accelerate infrastructure investment as a breakthrough solution. These efforts will help drive economic growth while ensuring social welfare for the local population.
